Motivation for the change, related issues

Follow-up to #4349, as suggested in review there: ensure only published packages get pinned. Lerna writes the bumped version into every dependency field before anything publishes and keeps publishing after a failure, so a partial release leaves packages on npm that pin versions absent from the registry — the 3.1.55 incident. #4349 made the retry step able to fire; this PR removes the inconsistency window itself.

Implementation details

The single lerna publish becomes three steps: lerna version (bump, commit, tag, push), npm run build (regenerates the dist manifests with the bumped versions, previously triggered through the root prepublishOnly), and tools/scripts/publish-packages.mjs.

The script publishes each package with plain npm publish in dependency order, so a package only reaches npm after every workspace dependency it pins is confirmed on the registry. The order comes from the generated dist package.json files: the source manifests declare no workspace dependencies, which makes lerna list --toposort return plain alphabetical order. Per package it skips versions already on the registry (reruns are idempotent), retries a failed publish up to three times with backoff, and confirms the published version with npm view --prefer-online before moving on — npm caches registry metadata for five minutes, and the pre-publish check warms that cache. On a package that exhausts its retries the script stops, so no dependent publishes and npm stays consistent. It also refuses to run on missing or stale dist manifests and fails on dependency cycles.

This removes the Republish missing packages step: in-line retries replace it, and recovery from a failed run is a new workflow run with a fresh version bump — the same path the weekly schedule takes.

Testing Instructions (or ideally a Blueprint)

The ordering logic was dry-run against the locally built dist manifests: @php-wasm/logger and @php-wasm/util first, @php-wasm/universal before @php-wasm/node, @wp-playground/wordpress before @wp-playground/blueprints. The npm view contract the script relies on was verified for both a present version (exit 0, prints the version) and a missing one (exit 1, E404). Before merging, dispatch this workflow from this branch with dist_tag=next — that is the only test that also validates OIDC trusted publishing through plain npm publish.

Summary by CodeRabbit

  • Chores
    • Updated package release automation to separate versioning, building, and publishing.
    • Packages are now published in dependency order, with checks for missing build output, version mismatches, and dependency cycles.
    • Publishing checks registry availability, retries temporary failures, and stops if a release cannot be confirmed.
    • Removed the automatic republishing and recovery step.

📝 Walkthrough

Walkthrough

The release workflow now versions and builds packages separately. A new script validates package manifests, orders packages by workspace dependencies, publishes them, and checks registry visibility.

Comment thread .github/workflows/publish-npm-packages.yml
Replace the single lerna publish with lerna version, an explicit build,
and a script that publishes each package only after every workspace
dependency it pins is confirmed on the registry. The script retries a
failed publish up to three times, then stops, so a partial release
never leaves npm with unsatisfiable dependencies.

The dependency order comes from the generated dist package.json files
because the source package.json files do not declare workspace
dependencies.

This replaces the from-package retry step: rerunning the script is the
order-preserving retry, and recovery from a failed run is a new
workflow run.

Exclude private packages from Lerna discovery.

Lerna includes private packages by default. The workspace @wp-playground/nx-extensions is private and has no publishConfig.directory. The current mapping calls getPublishDirectory() for every Lerna result, so it exits before publishing public packages.

Suggested fix

@akirk Here's the pull request you suggested as a follow-up to #4349. Even if I think the script looks correct and ran multiple sessions to analyze it character by character, I am still not 100% confident to merge. Can you please review it and let me know your opinion on this?
