Summary
Adds
workflow_dispatchto the GitHub Release workflow so it can be triggered manually from the Actions tab. This is useful for testing the workflow without waiting for an npm release, and for creating a release if the automatic trigger was missed. The automatic trigger (after successful npm publish on trunk) continues to work as before.
