Motivation for the change, related issues
Cleans up all the stale build files and special casing related to PHP 7.2 and 7.3 after we've removed support for those versions.
I went ahead and rebuilt all the PHP binaries to be certain the updated Dockerfiles continue to work. All the tests pass so that's optimistic. I've also rebuilt xdebug and intl locally to confirm that process still works, but I haven't committed those artifacts to the repo.
