This PR adds the paged variable when building the query for the Query Loop block, which limits sticky posts to the first page. It also updates the unit tests to include the paged variable when the perPage attribute is set. This behaviour also aligns with the REST API behaviour in 6.8.1 if ignore_sticky is set to false.

It does not address other known issues with sticky posts, such as having more posts than the perPage value on the first page.

Test using WordPress Playground
