Reviewed the provider bodies and callers for static safety; datasets and assertions are preserved. Randomized affected-class runs had no assertion failures: 241 tests on single-site and 241 on multisite (seed 66211). PHPCS and CI pass.

publicandstatic. In preparation for upgrading the test suite to PHPUnit 10 and beyond, data provider methods in the WordPress Core test suite are being converted topublic static.This PR updates all data provider methods across
