When the admin menu is folded (collapsed, or at 783–960px), top-level items without a submenu, such as Comments, show only an icon on hover or keyboard focus. This shows the item's name next to the icon, where the submenu heading appears for other items. It refreshes 46307.diff against trunk and keeps the item's hover and current colors.

Testing instructions

  1. Go to the Dashboard. Either collapse the admin menu ("Collapse menu" at the bottom), or make the browser window 783–960px wide.
  2. Hover over the Comments icon, then Tab to it with the keyboard.
  3. Before: only the icon is highlighted, with no name. After: "Comments" appears next to the icon, like the "Posts" heading in the Posts flyout.
  4. Go to Comments and repeat. The name now uses the current-page highlight color.
  5. Optional: switch to another admin color scheme or an RTL language, and check that the label follows. The full-width menu and the mobile menu should look the same as before.

…on hover and focus.

When the admin menu is folded, top-level items without a submenu only showed
their icon. Show the item name where a submenu head would appear, using the
item's hover or current color.
