Description

Rationale:
Organizers of WordCamps and WordPress events in Uganda struggle with low ticket conversions because the default global network payment gateways (like Stripe) do not natively support East African Mobile Money options (MTN MoMo and Airtel Money).

Mobile money is the primary financial transaction method for the vast majority of our local attendees. We need to develop a custom CampTix payment gateway extension tailored for the Ugandan community to solve this exact problem by supporting local cards and mobile money networks.

How does this new feature contribute to the goals

• Ultimate Goal: To lower the financial barrier for local tech community members attending WordPress events in Uganda, ultimately boosting attendance and inclusion.
• Alternative Solutions: Forcing users to pay with international credit cards, which the vast majority of local students and developers do not possess.
• Need & Outcome: Yes, this is highly requested by local teams. It will streamline operations and ensure ticket funds are safely routed using standard CampTix protocols rather than insecure cash-at-the-door workarounds.

Acceptance Criteria

• 1. Core Extension: Safe integration of the Ugandan payment aggregator gateway class into the WordCamp.org CampTix architecture.
• 2. Security Compliance: Proper implementation of the camptix_pre_attendee_timeout hook to prevent pending mobile money checkout drop-offs from locking up ticket registration slots.
• 3. Admin Controls: A configuration toggle made available in the WordCamp dashboard under Tickets -> Setup -> Payments for approved Ugandan WordCamp sites.
