Roll back failed OPTIMIZE TABLE and REPAIR TABLE rebuilds - #567
OPTIMIZE TABLE and REPAIR TABLE report rebuild errors as result rows. The surrounding transaction then commits the work completed before the error, leaving hidden tables or a partly rebuilt table.
This change makes each table administration operation atomic with an internal savepoint. A failed rebuild restores the original schema and data, while successful rebuilds of other tables are preserved.
Regression tests cover failures while copying rows, dropping the old table, and recreating indexes, including permanent and temporary tables, repeated failures, and mixed results. They also verify committed data when the command is issued inside a transaction.
Failed table maintenance operations, including OPTIMIZE and REPAIR, now roll back changes for the affected table. This helps preserve its schema and data after an error, including when an operation fails while recreating indexes or dropping a table.
When a statement affects multiple tables, successful operations can be retained while failed operations are rolled back individually.
Each table-administration operation now uses a savepoint. When a PDOException occurs, the operation rolls back to that savepoint before returning its result. Tests cover OPTIMIZE and REPAIR failures, schema and data preservation, mixed outcomes, and transaction modes.
Each table operation opens a savepoint, rolls back to it after a PDOException, and releases it after handling the operation.

Tests cover failed OPTIMIZE and REPAIR operations, failed drops, index recreation failures, mixed rebuild outcomes, and permanent and temporary tables. They check schema, data, indexes, temporary tables, and transaction state.
WordPress/sqlite-database-integration#546 — The savepoint rollback covers failed row-copy operations, but does not address the BLOB conversion failure described in the issue.

Explanation
Issue #549 requires failed OPTIMIZE TABLE and REPAIR TABLE rebuilds to leave the table and database unchanged, including cleanup of temporary rebuild tables and preservation of indexes. The implementation creates a savepoint for each table operation, rolls back on PDOException, and then reports the error row. The added metadata tests cover both operations, permanent and temporary tables, copy, drop, and index-recreation failures, repeated failures, mixed success and failure, schema and data preservation, sequence preservation, and transaction outcomes.

Explanation
The changes are limited to savepoint handling in execute_administration_statement and regression tests in WP_MySQL_On_SQLite_Metadata_Tests.php. The implementation and tests directly support issue #549. No unrelated behavior or files are identified in the supplied pull request summary.

Preserve foreign-key enforcement for rebuilds inside transactions.
PRAGMA foreign_keys = OFF cannot change while the connection is in an existing transaction. Therefore, moving this pragma before the per-table savepoint only fixes autocommit calls. For OPTIMIZE TABLE or REPAIR TABLE invoked after START TRANSACTION, the rebuild still reaches DROP TABLE with foreign-key enforcement enabled and can fail with FOREIGN KEY constraint failed.
Use PRAGMA defer_foreign_keys = ON for the existing-transaction path, and restore the prior pragma state after the savepoint completes. Continue using foreign_keys = OFF before the savepoint when no transaction is active. Restore both settings on success and rollback paths.
