Summary

Addresses #636

Relevant technical choices

  • Adds placeholder readme.txt files to all performance plugin module folders for further enhancement and completion in future commits.
  • Flags all standalone readme.txt files in all performance plugin module folders for export-ignore via .gitattributes.
  • Adds draft v1 of readme.txt file contents for WebP Uploads module for review & iteration.
