In #2122 an admin pointer was added for the View Transitions plugin (and No-cache BFCache in #2119). However, it isn't accounting for whether the plugin is already active. It should skip showing the admin pointer when the version constant is already defined. (And perhaps it should preemptively dismiss the pointer so the admin pointer isn't shown if the View Transitions plugin is deactivated.)
