Fixes

Related to #255 (Dependency Dashboard)

Description

Bumps renovatebot/github-action from v41.0.14 to v46.3.8, which moves the self-hosted Renovate from major 39 to major 44.

Renovate 39 runs pnpm update --no-save <pkg>@<version> --lockfile-only from the workspace root without --recursive. Packages that live in a sub-package (frontend, automations/js, packages/js/*) are never touched, so every [SECURITY] lockfile PR Renovate has opened for this repository carried an identical diff that only refreshed unrelated transitive packages. Merging those PRs changed nothing, the vulnerability alerts stayed open, and Renovate reopened the same PR each time. The currently open ones are #5569, #5558, #5553, #5535, #5534, #5533, #5531, #5530 and #5511. Renovate 44 passes --recursive for workspaces (renovatebot/renovate#36586).

Both .github/global-renovate.json5 and .github/renovate.json5 validate against Renovate 44 with renovate-config-validator.

Testing Instructions

After merge, trigger the Renovate workflow manually and tick the rebase checkbox on one of the open security PRs in #255. Its diff should then bump the named package.

🤖 Generated with Claude Code

The v41 action runs Renovate 39, which updates pnpm lockfiles from the
workspace root without `--recursive`. Vulnerability PRs for packages that
live in sub-packages therefore never bumped the affected dependency; they
only refreshed unrelated transitive packages, and Renovate reopened the
same PR after every merge. Renovate 44 passes `--recursive` for workspaces.

Both config files validate against Renovate 44 with
`renovate-config-validator`.
