The section is now an H2 above the closing info box, and this was the only second H1 in the handbook outside code blocks.

Fixes #450
Fixes the heading hierarchy issue where "Responsible Disclosure" was rendering as a second
<h1>on the Security page, breaking the heading outline for screen readers. The section also now appears before the closing info box as intended.Changes
security.md: Changed "Responsible Disclosure" heading from H1 (#) to H2 (##) and moved the entire section to sit above the closing[info]box, immediately after the "WordPress Automatic Updates" section (lines 163-171)No page was added and no title or path changed, so the manifest does not need regenerating.
