What?

Move backport changelog for WordPress/wordpress-develop#13296 to the 7.3 folder.

See #79895

Why?

The site editor v2 is not landing in WordPress 7.2 so this PR can be punted for later.
WordPress/wordpress-develop#13296 (comment)

Moving the file will clear the ticket from the backport ticket for 7.2.
