What?

Part of #67691. Converts packages/hooks/src/test/index.jsdom.test.js to TypeScript.

Why?

The package source is already in TypeScript, but its test was still JavaScript and was not type checked. This covers the hooks item under the Tests section of the tracking issue.

How?

  1. Splits packages/hooks/tsconfig.json into a build project (tsconfig.build.json) and a dev project (tsconfig.json extending dev.base.json with gutenberg-vitest-test-env and referencing ./tsconfig.build.json).
  2. Updates references across root tsconfig.build.json, root tsconfig.json, and all 20 consuming package tsconfigs to point to ../hooks/tsconfig.build.json.
  3. Renames packages/hooks/src/test/index.jsdom.test.js to .ts via git mv.
  4. Types test helper parameters, adds global Window interface augmentation for window.actionValue, and adds narrow @ts-expect-error directives directly above deliberate invalid arguments with explanations (file-level rule 14).
  5. In createRemoveHook.ts, marks namespace?: string as optional in RemoveHook to accurately type removeAllActions and removeAllFilters which omit namespace at runtime. In validateNamespace.ts, allows namespace: unknown to match the runtime check typeof namespace !== 'string'. No runtime code is changed.
  6. Prunes the obsolete gutenberg/use-typescript ESLint suppression and adds an Internal changelog entry.

Testing Instructions

  1. npm run test:unit -- packages/hooks: all 75 tests pass.
  2. npm run typecheck -- packages/hooks/tsconfig.json and repository-wide npm run typecheck pass.
  3. npm run lint:tsconfig, npm run lint:js packages/hooks, npm run lint:published-deps, and npm run build pass.

📝 Summary

Summary by CodeRabbit

  • API Updates

    • Added typed support for removing all callbacks with an optional namespace.
    • Callback-specific removal continues to require a namespace.
    • Improved type definitions for hook removal methods and namespace validation.
  • Developer Experience

    • Hook-related packages now use dedicated TypeScript build configurations for more reliable project references.
    • Hook tests are now fully type-checked, including validation of intentionally invalid inputs.
    • Added clearer separation between development and build-time TypeScript settings.

The hooks package adds separate build and development TypeScript configurations. Its public removal types and namespace parameter are updated. Tests gain TypeScript annotations, and root and dependent projects reference the hooks build configuration.

Changes: Hooks TypeScript setup

Layer / File(s) Summary
Hooks project configuration and public types
packages/hooks/tsconfig*.json, packages/hooks/src/create*.ts, packages/hooks/src/validateNamespace.ts, packages/hooks/CHANGELOG.md
The hooks package adds separate build and development configurations. Removal methods use explicit RemoveHook and RemoveAllHooks types. validateNamespace accepts unknown.
Typed hooks tests
packages/hooks/src/test/index.jsdom.test.ts, tools/eslint/suppressions.json
The test file gains explicit annotations and @ts-expect-error markers for invalid inputs. The related ESLint suppression is removed.
Project reference updates
tsconfig*.json, packages/*/tsconfig*.json
Root and dependent TypeScript configurations reference packages/hooks/tsconfig.build.json. The root development configuration adds the hooks project reference.

A typed call can appear valid yet fail to remove a hook when its namespace is omitted. This bounded issue warrants owner awareness or a fix before merge.

The changelog presence check is flagging components and data views because their tsconfig references were updated. Since there are no runtime or API changes in either package, I didn't add changelog entries for them (I didn't want to pollute the logs with minor config changes)
