Pins the version of Xdebug installed by
wp-env's Dockerfile template to3.1.6whenever the configured PHP major version is7, instead of lettingpecl install xdebugresolve to whatever the newest published release happens to be.Why?

This branch'swp-envinstalls Xdebug on PHP 7.2 and newer whether or not it is turned on, so this breaks CI here, not only local development.How?

wp-envinstallxdebug-3.1.6on PHP 7 (wp/6.3and newer have it), inside this branch's existing PHP version check indockerFileContents()(packages/env/lib/init-config.js). PHP 8.0+ environments still install the latest Xdebug release. Adds apackages/envchangelog entry.Use of AI Tools
