Partially addresses #51655.

What?

Use setting-first accessible action labels in the ToolsPanel options menu. Keep the existing visual design.

Why?

Putting the visible setting name first keeps it aligned with the accessible name while retaining an explicit action for screen-reader users. The issue's broader visual discoverability concerns remain open.

How?

Use names such as "Size, reset to default", "Line height, show", and "Line height, hide and reset". Keep checked states, disabled items, reset behavior, and live announcements unchanged.

Testing Instructions

Open a post, select a paragraph, and open Typography options. Confirm the visible labels, checkmarks, and RESET suffixes are unchanged.
Set a custom font size. Confirm the accessible name is "Size, reset to default". Activate it and confirm the size resets.
Confirm hidden Line height has the name "Line height, show" and is unchecked. Activate it, set a value, and confirm its name becomes "Line height, hide and reset" and it is checked. Activate it again and confirm the control hides and its value resets.

Screen-reader speech still needs manual verification.

Testing Instructions for Keyboard

Tab to Typography options and press Enter. Use arrow keys and Enter to activate items. Confirm disabled items do nothing. Press Escape and confirm focus returns to Typography options.

I have one question regarding the removal of aria-hidden from the reset suffix which I left inline.
