What?

This PR tries to speed up rendering in the icon picker.

How?

I first asked an AI agent, Claude Code (Claude Opus 5.5), to analyze the problem and find the bottleneck. It took the following measurements with Playwright scripts in headless Chromium, with the icon-collections plugin active, which registers 9,154 icons in total. Memoized rows show the range of two runs; the others are from one run.

As the table shows, rendering gets much faster by memoizing each icon in the grid, so a batch renders only the icons it adds, and by rendering the SVG with dangerouslySetInnerHTML instead of HtmlRenderer. The SVG data comes from the icon registry and should already be sanitized with wp_kses on the server, so I think it is safe to drop safeHTML. If we still want it, restoring safeHTML does not change the result much.

After the discussion in this PR, the final change only adds memoization and keeps HtmlRenderer, so the SVG is still sanitized in the browser:

Each icon in the grid is wrapped in memo, so each async batch renders only the icons it adds instead of re-rendering every icon already shown.
The Icon block's onChange handler passed to the icon picker is wrapped in useCallback, so it stays stable and doesn't break that memoization.

These results come from a test an AI agent ran in a virtual environment, so take the exact numbers with a grain of salt, but they show a large improvement. With about 9,100 icons registered, the grid was scrolled with the mouse wheel for 25 seconds after opening the "All" tab. Each cell shows two runs. On trunk, the main thread was blocked for about 19 of those 25 seconds.

Testing Instructions

Install and activate a plugin that registers many icon collections, for example icon-collections.
Open a post, insert an Icon block, and click "Choose icon" in the block toolbar.
Select the "All" tab and scroll the grid while icons are still loading. Scrolling should stay smooth.
Select an icon and confirm the block shows it.
Open the icon library again and confirm the selected icon is highlighted and scrolled into view.

The following video is from a test an AI agent ran in a virtual environment: WordPress 7.1.3 in Docker and headless Chromium at 1280×800, with a test plugin that registers 9,000 dummy icons in 9 collections (9,108 icons including the core ones). It opens the icon library, selects the "All" tab, and scrolls the grid down with the mouse wheel for 25 seconds. trunk is on the left and this PR is on the right.

I also compared the two in my local environment, and scrolling with the mouse wheel does feel much smoother with this PR.

I would get HtmlRenderer back TBH. Judging by the measurements shared in the PR, it looks like the impact isn't that big, but IMO we need the browser-side sanitizing as an extra safety measure.

Also note that we continue to use safeHTML in icon/edit.jsx so it probably doesn't make sense to be introducing this inconsistency regardless.

Noting that currently the onChange in icon/edit.jsx seems to be a new arrow function on every render, so this has the potential to mess up the memoization a bit. Should we wrap that handler in a useCallback too?

I wonder if HtmlRenderer offers memoization opportunities internally itself.

It's nice to have a performance comparison table, but it's also not at all surprising that the winner is the approach that drops all safety measures. ;)

Given how small of an impact HtmlRenderer actually has once memoisation is in place, I agree with Marin about bringing HtmlRenderer back.

My first instinct, when Marin pointed out that we need browser-side sanitisation as an extra measure, was to ask myself what vulnerabilities could possibly arise if the Icons endpoint is already running SVGs through KSES. But, after stopping for a minute, I'd actually argue that it's not even worth our time analysing the merit of the client-side reinforcement. Let's just keep it.
