wp/6.1 branch Actions: Update third-party GitHub Actions to their latest releaseswp/6.1 branch Actions: Update GitHub Actions to their latest versions

LGTM, thanks! This fixes the jobs that were failing at the setup-node step ("Cache service responded with 400" from the old cache service) and the ones auto-failing because of the retired upload-artifact v2, so Static Analysis, Compressed Size, Create Block (ubuntu/windows) and Mobile pass now, and the "Node.js 20 is deprecated" warnings for the old actions are gone.
The remaining failures aren't related to the actions (wp-env's docker-compose, Node 14 on arm64 macOS, Playwright install, Browserslist) and are fixed further up the stack (all pass in #85137).
Moving to upload-artifact v7 brings the artifact name conflicts for the e2e shards, which I think should be a follow-up row on top of the stack: #84853 (comment)
Part of #82932.
What?
Updates every third-party GitHub Action referenced in
wp/6.1's workflow files to its latest release, pinned by full-length commit SHA with a version comment:actions/checkoutactions/setup-nodeactions/upload-artifactpreactjs/compressed-size-actionThis branch has no composite
.github/setup-node/action.ymlaction and does not useramsey/composer-installorshivammathur/setup-phpanywhere, so those are not part of this PR.Why?
These actions were pinned to releases that are, in some cases, multiple years old. Updating to the latest release ensures the workflows keep receiving upstream bug fixes and security patches.
