What?

Move VisuallyHidden styles outside the wp-ui CSS cascade layer and restrict Block Mover sizing styles to its buttons.

Why?

Unlayered global element styles currently override the hiding styles regardless of selector specificity. The Block Mover also resizes hidden descriptions through a broad child selector, causing horizontal toolbar overflow around a 700px viewport.

How?

Remove the layer wrapper while preserving all hiding declarations. Target .block-editor-block-mover-button instead of every child in both mover orientations. Document the layering exception and add changelog entries.

Testing Instructions

Open a post with several paragraph blocks and resize the browser to about 700px. Select a middle paragraph. The block toolbar should have no horizontal scrollbar caused by the mover descriptions, and moving the block up or down should still work.
In a Row block with several Button blocks, select a middle Button. Confirm the horizontal mover buttons retain their layout and still move the block left or right.
Inspect the mover's [data-visually-hidden] descriptions. Their computed width and height should both be 1px.
In the VisuallyHidden default Storybook story, add an unlayered div { width: 100%; height: 20px; } rule using developer tools. Hidden elements should remain 1px wide and high.

Testing Instructions for Keyboard

Focus the block toolbar, use its arrow-key navigation to reach a mover button, and press Enter. The block should move and the mover buttons should retain their focus indicators.
