Potentially an alternative to #84015.

What?

Refines Menu layout, optimising density.

Items use 8px inline padding by default.
When a menu has radio or checkbox items, the start padding is 4px and labels follow the 16px selection column with no gap, so they start 20px from the item edge.
Checkbox and radio indicators are 16px, matching their column, down from 24px for the checkmark and 20px for the radio.
Menu.PrefixIcon renders at 16px by default instead of 24px. The size prop still sets a custom size.
Menus and submenus are at most 320px wide (--wpds-dimension-surface-width-sm), down from 400px.
Group labels are at least 24px tall, down from 32px.
In a group where only some items have a prefix, items without one are no longer indented to the label column. They start at the prefix column instead, so their labels line up with their siblings' icons.
Descriptions start at the prefix column and run to the item's end padding. Suffixes, shortcuts and submenu chevrons stay centered on the label line instead of the label and description together.
Descriptions sit directly below the label, without the previous 2px gap, and multiple descriptions no longer have extra space between them.
Suffixes and shortcuts render with Text's body-sm variant, matching descriptions.
Prefixes use the label color instead of the weaker secondary color, including in highlighted and disabled states.

Why?

Tighter spacing and smaller icons make menus easier to scan and closer to the density of the rest of the admin UI. Aligning unprefixed items and descriptions with the prefix column avoids the staggered left edges that mixed groups produced, so an item reads as one block. Keeping the trailing slots on the label line stops them drifting down on items with descriptions.

This drops the previous behaviour where items in a group stayed aligned on the label column even when only some of them had icons. Descriptions need to align with the icon, and keeping that indentation alongside it produced awkward staggered edges.

How?

--wp-ui-menu-item-padding-inline is no longer set by default. Both edge tracks read it first and fall back to private defaults: --_wp-ui-menu-item-padding-inline-start (8px, or 4px with a selection column) and --_wp-ui-menu-item-padding-inline-end (8px). An override on Menu.Popup still sets both edges, with or without a selection column.
The selection gap and indicator size use the existing --wp-ui-menu-selection-indicator-gap and --wp-ui-menu-selection-indicator-size properties; only their defaults change.
ItemContent now renders the label and the descriptions separately. The label is placed directly in the content grid, starting at prefix-start, or at content-start when the item has its own prefix. Descriptions take a second row of the item grid, always starting at prefix-start.
The suffix and shortcut wrappers render Text with the body-sm variant. Their spacing rules are scoped under .item-content so Text's margin reset can't override them when its stylesheet loads later.
The space after descriptions sits on their wrapper rather than on each description, so it appears once, below the last one.
Content still comes before the prefix in the DOM, so Base UI typeahead keeps matching the label text.
Descriptions run to the end of the item rather than stopping before the suffix or shortcut. Stopping them there would need the suffix, shortcut and chevron columns shared across the whole group, which is a larger change.
The editor's Options menu keeps its width: var(--wpds-dimension-surface-width-sm) rule, so it fills the menu's maximum width instead of sizing to its longest label. Only the code comment changes.

Icon stroke width

At 16px, the 1.5px stroke of @wordpress/icons looks heavy, and the Figma uses a lighter stroke. The icons set stroke-width on the root SVG with non-scaling strokes, and there's no supported API to change it, so this PR leaves stroke width alone. A follow-up could add a supported way to set stroke width on icons.

Impact on consumers

None of the Menu.PrefixIcon consumers in the repository pass size, so they all move to 16px: the editor Options menu, the DataViews table column header menu and the widget dashboard widget actions. Consumers that need the previous size can pass size={ 24 }.
The editor Options menu still renders Dashicon prefixes through @wordpress/components' Icon at 24px.
Prefix content that is not an icon also takes the label color.
Consumers that set --wp-ui-menu-item-padding-inline, --wp-ui-menu-selection-indicator-size or --wp-ui-menu-selection-indicator-gap keep their own values.
Because --wp-ui-menu-item-padding-inline is no longer set on the popup, a value set on an ancestor now reaches menu items, and CSS that reads the variable's default value gets nothing. No consumer in the repository relies on either.

Testing Instructions

Open the Menu stories in Storybook.
Check item padding: 8px on both sides with no selection column. With radio or checkbox items, labels start 20px from the item edge.
Set --wp-ui-menu-item-padding-inline on Menu.Popup and check that both edges use it, with and without radio or checkbox items.
Check that checkmarks and radio dots are 16px and sit centered on the label line.
Check that prefix icons are 16px and match the label color, including when highlighted and when disabled.
In a group where only some items have icons, check that items without an icon line up with the icons.
Check that descriptions start at the icon column, and that suffixes, shortcuts and chevrons stay centered on the label line.
On an item with more than one description, check that the descriptions have no extra space between them.
Check that suffix and shortcut text matches the description size, with the usual spacing between label, suffix and shortcut.
Check that group labels are 24px tall and line up with item content.
Check that a menu with long content stops at 320px wide, and so do its submenus.
In the post editor, open the Options menu and check its layout and width.

Looking good! But less visual noise and much easier to scan.

A couple of tweaks that we may also want to try out as discussed in earlier conversations:

a smaller vertical gap between group label and first menu item, potentially a larger vertical gap around separators
if there is room, an even tighter horizontal gap before and after the checkmark / radio dot icons, while ensuring symmetry when the item is highlighted

@mirka The point about menu width sizing came up again today, with folks wonderig if menus should have a smaller max width and potentially size presets.

The only thing I think is weird is having a static width across all menus in a certain category of menus, like what happened in that PR. I'm used to seeing menus that have dynamic widths.

No strong opinion about changing the max widths. Size presets are going to be interesting though, since if we adopt the notion that menu widths should not be static, the presets should only determine the max-width. I feel like maybe the other item popup size presets could switch to that model too, where they don't set a static width but only the max-width. That may actually yield better results in the general case, considering things like internationalization.

I think i'd like that approach:

I tried this in 00bc7c3 using unmodified tokens but found I had to shrink the icons quite a bit for it to work. Needs design feedback. The alternative is unconventional token spacing (e.g. 2px).

It could be just me, but having the same Options menu display with different widths in Site and Post editors feels a bit off.

That's one of the reasons I chose a fixed width for this component.

Agree but this seems like a bit of an edge case so I'd prefer to tackle it separately.

I'd love if we could use 1px stroke-width when icons are small. This is what the new stroke icons afford us.

Doing this now would be a hack we'd need to revisit later. I don't particularly love adding tech debt like this, but happy to follow whatever y'all think is best.

My only feedback here is that I see the check/dot symbols too close to the label/icon and it makes the visual scanning slightly harder. I tried a 4px right margin in the browser inspector, and it looks better IMO. The column width is the same, so label/icon starts at the same x-position.
