What

Adds useWidgetActions( actions ) to @wordpress/widget-primitives. A widget calls it from its render to declare actions it only knows at runtime: a label with a count, a target built from loaded data, a download of what is on screen. Each action is a link (href) or a function (callback).

@wordpress/widget-dashboard shows them with the actions declared in widget.json, in the footer or the More menu by relevance. A runtime action with the same id as a declared one replaces it for as long as the widget declares it.

Site Health uses it to add "Review N items" next to "Details".

Closes #83875.

Why

Declared actions are static data, fixed before the widget mounts. Anything that depends on loaded data or on the instance had to be drawn inside the widget body, away from the surfaces where the dashboard places actions.

How

@wordpress/widget-primitives

`types.ts`

WidgetActionEnvelope holds what every action shares: id, label, icon, relevance. WidgetCallbackAction adds the callback form, which never appears in widget.json because a function does not serialize. WidgetRuntimeAction is either form.

`widget-host/widget-host.tsx`, `hooks/use-widget-actions.ts`

WidgetHost gains the optional actions capability: declare replaces the list an instance declared. The hook calls it in a layout effect, withdraws the list on unmount, and returns false when the host has no such capability, so the widget can keep its own link.

The hook compares the list by value, so a widget writes it inline, and a callback always runs its latest version.

@wordpress/widget-dashboard

`components/widget-render/widget-render.tsx`, `utils/runtime-actions-map.ts`

The dashboard wraps each render in a WidgetHostProvider whose declare writes into an observable map keyed by instance. The map keeps one list per mounted render, because the drag preview is a second render of the tile and must not clear the tile's actions.

`utils/merge-widget-actions.ts`, `split-widget-actions.ts`

Runtime actions join the declared ones. One with a declared id takes that action's position and keeps the declared icon and relevance it leaves out; the rest follow in their own order. The merged list is routed by relevance as before.

`components/widget-frame/widget-frame-footer.tsx`, `widgets/widget-tile-controls.tsx`

The footer and the tile toolbar subscribe to their instance's entry, so a declaration re-renders that tile's chrome and never its body. An empty header toolbar collapses through .toolbar:empty.

`components/widget-footer/widget-footer.tsx`, `widget-actions/`

A callback action becomes a Button, an IconButton on the trailing edge, or a Menu.Item, disabled while the promise it returned settles. Each surface holds that state in useRunActions, so it survives the menu closing.

widgets

`site-health/render.tsx`

Once the checks arrive with something to review, the widget declares "Review N items": a medium link to the filtered Site Health page, under its own id. The link in the body renders only when the hook returns false.

Docs and story

The Actions, Anatomy and Widget host pages, both READMEs, the chrome page and the architecture document describe runtime actions. The RuntimeActions story shows a declared "Details" giving way to "Review N items" through a shared id, beside a CSV callback.

Site Health, step by step

widget.json declares three links: Details (relevance: 'high', with an icon), Status and Info (low). The count of issues is only known once the widget has fetched its checks, so "Review N items" used to be a link inside the body.

The widget mounts and starts fetching. It calls useWidgetActions( [] ): nothing is declared, the footer shows Details and the More menu holds Status and Info.
The checks arrive with 4 issues. The render calls:

The id is new, so the action is added next to the declared ones. With the id of a declared action, site-health-details for instance, the dashboard would replace that action for as long as the widget declares it.

The hook hands the list to declare, the capability the dashboard bound to this tile when it mounted the render. declare stores the list in an observable map under the tile's uuid.
Only the tile's chrome re-renders. The footer and the header toolbar subscribe to that uuid; the body does not.
The dashboard merges and routes. mergeWidgetActions appends "Review 4 items" after the declared actions, and splitWidgetActions sends high and medium to the footer and low to the More menu. The new link lands on the footer's trailing edge, as text because it has no icon.
The footer mounts it through HostLink: the router's link when the host recognizes the target, a plain anchor otherwise. A callback action would mount a button instead, disabled while its promise settles.
The issues get fixed. The count drops to 0, the widget calls useWidgetActions( [] ), and "Review 4 items" leaves; Details stays.

Under a host without the actions capability, the hook returns false, and the widget draws the link in its body as before.

Testing

Build and open Dashboard (Beta) with the Site Health widget, on a site with at least one recommended or critical item:

While the checks load, the footer shows "Details". Then "Review N items" appears on the footer's trailing edge, and the body shows no link.
Follow it: the Site Health page opens without a full page load, filtered to the statuses that have items.
Start Storybook and open Widgets/Dashboard/Playground, story Runtime Actions:

Click "Download CSV": the button stays disabled and keeps focus while the export runs, then the file downloads.
Click "Resolve one" until nothing is left: both runtime actions leave and "Details" returns.

Would it be better to pass loading instead of disabled here? loading already disables the button and adds a spinner plus a screen reader announcement. That may help with slower exports, like a CSV download.

I tried the loading state before, and I changed it because of the thing you mentioned 😅. IMO, these animated states add too much noise to the UI. We can change it now or later.

Sounds good, let's keep disabled and see how it feels in practice. We can switch to loading later if needed. 👍

Should the pending state live at the instance level? I noticed it resets when Customize mode unmounts this toolbar, so a slow menu callback can be triggered again before it settles.

Customize unmounts that toolbar, and the state goes with it.

The pending state now lives with the instance in the dashboard context, so it survives Customize and menu closure, and the footer and the menu read the same value. There's a test for the Customize round trip. ccca466

Just curious: is replacing Details intended here? The PR description says:

With the shared id, the footer only shows Review N items, using the Details icon.

Could we catch errors here? I tried making the CSV export fail in the story. The console showed "Uncaught (in promise)" with no hint of which widget it came from.

A console.error should be enough?
