Enables the React 19 experiment by default 🎉

We've never before had an experiment that is on by default. First we need some generic support for experiment default values: in the REST API schema, in the experiments-home route, in e2e helpers.

Then we enable the gutenberg-react-19 flag by default, except when an incompatible theme or plugin is detected. This code and the list of incompatible themes and plugins is copied from Jetpack, where we've been observing compatibility issues for some time, on WordPress.com-hosted sites.

### Breaking Changes

- `RequestUtils.setGutenbergExperiments()`: An experiment left out of the call now returns to its default rather than being switched off, and an experiment can default to on. Passing an empty array resets every experiment to its default instead of disabling all of them. To pin an experiment off regardless of its default, pass a map of flags to states (`{ 'gutenberg-react-19': false }`) in place of the array.

Nit: would it be valuable to test if an incompatible extension makes an unset React 19 experiment resolve to false through gutenberg_is_experiment_enabled()?

// from `fetchExperiments`.
for ( const exp of experiments ?? [] ) {
combined[ exp.id ] = false;
combined[ exp.id ] = exp.defaultValue;

The toggle shows the computed default, but any click saves an explicit true or false, and that value wins forever. For example, if I turn it on and then off again on a site with an old Ultimate Blocks, the site stays on React 18 even after the plugin is updated. Is that expected?

This is kind of expected. If we wanted a true three-state checkbox (true/false/inherit) we would have to implement some kind of fancy UI for it. Like Gutenberg global styles have a "Reset" action.

When you click and save an explicit value, that means that you are aware of the setting and are able to maintain it yourself from now on. It's like losing warranty after disassembling a gadget 🙂

The unwanted outcome is only the "false positive" one: you keep using the old React 18 even after plugins were fixed and updated. That's not that bad.

The "false negative" case would be that you keep using the new React 19 even after a new entry was added to the incompatible list. But in that case your site was already broken, it was using an incompatible plugin.

We might want to use a gutenberg-test name instead. activate_fake_plugin() writes fake files into the real WP_PLUGIN_DIR with real plugin names, and tear_down() deletes them. One test uses akismet/akismet.php, so on an install that has Akismet this replaces and then deletes the real file.

I renamed the fake names to mock instead, that's much nicer.

And the test simulates an actual plugin that's on the incompatible list, so it has to use the akismet/akismet.php name. The tests (both unit and e2e) run on the wp-env-test instance, and that instance is supposed to be "clean", not used for any other purpose than the tests. It's not expected that there are arbitrary plugins there. Unlike the wp-env instance that is commonly used for random local tinkering.

gutenberg_is_react_19_enabled_by_default() keeps its result in a static that can't be reset. The value is wrong after a plugin, theme or blog change in the same request, for example after switch_to_blog(). It also means we cannot test the "off by default" case through gutenberg_is_experiment_enabled(). I think we should either drop the static or add a way to clear it.

Addressed in 23c54db that removes this caching completely. The function is called only once per request anyway.

The description still says React 19 replaces "the default React 18 scripts", but after this PR React 19 is the default. Also, when a listed plugin turns the toggle off, it may not be clear what happened.

Not a blocker, but the wording to non-devs will mean nothing; and perhaps it doesn't have to but Gutenberg isn't a developer-only preview.

Not sure if the title could be different to clarify it's an internal library in non jargony way.

@simison Do you have any ideas how to improve the wording. I agree that non-devs should understand what this option means, on the other hand, the version of the React library is a very technical detail that doesn't have much meaning for a non-developer.

setGutenbergExperiments( [] ) now means "use the defaults", so all e2e tests run on React 19 and only this one test covers React 18. Sites with a listed plugin or theme, and sites that opt out, still run React 18. Should we keep some more React 18 tests?

Does it make sense to run all e2e and unit test with both 18 and 19, adding a new dimension to the "test matrix"? It will make all CI checks take longer, especially for e2e. But we'll want to keep React 18 compatibiity for a long time, and without automated testing it's likely to break quickly.

We ran into something similar when discussing #84069 with @ciampo: there is a function called getMeasurementRender that behaves differently on both versions, because 18 and 19 differ in how a ref is stored on a JSX element.

The experiment defaults are in a hard-coded switch, and the lists in react-19.php have no filter. If a plugin that is not on the list breaks with React 19, a host or the plugin author can only fix it by writing the gutenberg-experiments option. Could make sense to add a filter for the default or for the lists

There are existing filters (pre_option_gutenberg-experiments, option_gutenberg-experiments) that be used to programmatically enforce a certain value. We can add new, more easy to use filters if needed. But the option is already changeable, using generic filters for site options.

This code finds the active plugins by hand. Core already has wp_get_active_and_valid_plugins() and wp_get_active_network_plugins(), which also skip plugins paused by recovery mode. Could we use them here?

These functions are marked as @access private, a plugin is not supposed to use them. The check is run when registering and enqueuing the react scripts. That's a wide array of scenarios, including the frontend, so it's better to implement the check with "low level" functions like get_file_data that are guaranteed to be always defined. Many functions are WP Admin specific.

On a site with a listed plugin or theme and no saved choice, we read the plugin file and the theme version on every request, including the front end. Before this PR it was one autoloaded get_option. Maybe we could cache the result in a transient and clear it when plugins or the theme change? In any case this file read shouldn't happen on every request

This is unlikely to be a performance concern. WordPress reads the plugin files all the time, one more read is unlikely to have an impact. In wp-settings.php, there is an almost identical loop that iterates over all plugins and check the TextDomain header. Also run statically on every request. All relevant plugin PHP files will be already loaded in the FS cache and will be very fast to be read once again.

I did a slightly different optimization:

  • start using the get_plugin_data and is_plugin_active functions. The original version assumed that they are loaded only on WP Admin routes, but that's not true: the wp-settings.php code uses them just fine
  • revert the check loop. Instead of enumerating all active plugins and checking the compatibility of each, we instead enumerate the incompatible plugin list and only read plugin data for items on that list. That's how Jetpack also does its compat checks.

The computed default is part of the settings schema, and OPTIONS /wp/v2/settings returns the schema without a permission check. A visitor can see default: false and learn that the site runs one of the listed plugins or themes. Could we show the computed default only to users with manage_options?

This should not be a concern. There are many other ways how to detect which plugins does a site run. You can probe for specific asset URLs like /wp-content/plugins/foo/build/form-scripts.js. A plugin can also register a setting with register_setting, and it will be also easily enumerable over OPTIONS /wp/v2/settings.

This looks good from my end 👍 My earlier filter suggestion remains, but it's not a blocker IMO.

Nothing further. Looks ready to be shipped once the CHANGELOG error is fixed.

I was just checking in on CodeVitals and noticed an interesting jump in two measurements - Block Select and List View Opening.

We've seen a similar bump back in May when we upgraded for the first time in #61521. I think it's caused by changes in how React internally schedules various async tasks. Both performance tests measure how long does it take to handle a certain event. selectionchange or click. When code runs synchronously inside the event dispatch, it takes longer, when the same code is postponed to a microtask, it takes shorter time. I think that's the entire difference. Something is simply more synchronous in React 19. We don't really measure the actual user-visible event: "block selected" or "list view visible/interactive".
