Replaces the floating
ubuntu-latest,windows-latest, andmacos-latestGitHub Actions runner labels in this branch's workflows with pinned versions:ubuntu-24.04,windows-2025, andmacos-15-intelrespectively. The macOS label is the Intel image rather thanmacos-15because this branch's.nvmrcpins Node.js 14, which has no Apple silicon (arm64) build foractions/setup-nodeto install.The

GitHub has been emitting deprecation warnings for the floating
-latestrunner image aliases. Upstream trunk made this same change in PR #71201 (commit82768d0e018b44007e3e3a25636c13375b33e7e7), "Avoid using*-latestfor runner images", merged 2025-08-29. This PR ports the same substitution towp/6.3.Use of AI Tools
