What?

Part of #76803. Builds on #83408.

Lists the blocks a Navigation allows in the Navigation link UI's search results, in the same list as the links. Typing "Home" finds the Home Link block.

Why?

Adding anything that is not a link means knowing to click "Add block", then browsing or searching a second time. #83408 made every entity type reachable from one search; this does the same for blocks, so the search box is the one place to start.

How?

1. `LinkControl` gets a `transformSuggestions` prop

It changes the search suggestions before they are shown: it can filter them, reorder them, or add new ones. It is called with the suggestions and { searchTerm, isInitialSuggestions }, and returns the suggestions to show, or a Promise of them. It is not called when the user types a URL. Without the prop nothing changes.

This is the framework from the review of #82985, with its tests.

A suggestion the transform adds can set icon, an icon element rendered like the built-in types' icons, and typeLabel. Selecting one already reaches onChange without URL validation, which a test now holds in place, so LinkControl needs no selection hook.

2. Navigation Link adds the matching blocks

useBlockSuggestions, in navigation-link/shared/ with the other code the Navigation Link and Submenu blocks share, matches the inserter items the Navigation allows against the search, by title and keywords, using the inserter's own ranking. It reads the allowed blocks when a search runs or a block is chosen, without subscribing to the store, so an open link UI does no work as the editor changes.

A block whose title starts with the search comes first. Other matches come after the links.
Each block's icon is passed as a BlockIcon element, so LinkControl knows nothing about block icons.
Link variations (Page Link, Category Link…) are left out, since the search already finds what they link to.
Only while typing, and only when the "Add block" button would be shown: the link has no URL yet and the block is not locked.

On the canvas, choosing a block replaces an empty link. A submenu keeps its items: the block goes before it, where the "Add block" pane puts it. In the list view it follows the pane's path (insertBlock then onBlockInsert). Either way, a screen reader hears which block was added ("Home Link block added."), as it does from the inserter.

A block result carries the inserter item it was made from, and the link UI checks for that rather than the block type alone, so a post from a post type registered as block is still added as a link.

LinkPicker (the inspector "Link to" control) is unchanged, since it has no "Add block" or "Create page" flow either.

Testing Instructions

Add a Navigation block and click its + appender.
Type "Home". Home Link, labeled "Block", is listed first, above any page starting with "Home".
Choose it. The new link is replaced by a Home Link block.
Repeat with the keyboard: arrow down to the block result and press Enter.
Type "Paragraph". No block result is listed; Paragraph is not allowed in a Navigation.
Repeat step 2 from the Navigation list view in the block sidebar.
Add a Submenu with an item but no link of its own. Open its link UI, type "Home" and choose Home Link. The Home Link is added before the submenu, and the submenu keeps its item.

Let a consumer filter, order or add to the search suggestions before they are shown. It runs inside the entity search, after the fetch and before the front page is labeled and the "create" option is added, so that option always stays last. URL input skips it. A suggestion the transform adds can bring its own icon and type label. Ported from the review work on #82985. A suggestion's icon is now an icon element, rendered with the same Icon as the built-in types, so Link Control no longer knows about block icons. The Navigation turns each block's icon into a BlockIcon element itself. useBlockSuggestions holds what the link UI needs to list blocks in its search results and insert the one chosen. It lives with the other code the Navigation Link and Submenu blocks share. The allowed blocks are now read when a search runs or a block is chosen, instead of through a subscription, so an open link UI does no work as the editor changes. The link UI took any suggestion with the type "block" for a block result. A site can register a post type with that name, and choosing one of its posts then looked for an inserter item by the post's ID, found none, and did nothing. A block result now carries the inserter item it was made from, which a search result never has. Yeah, withURLSuggestion is unused, but we needed to pass another param to a function that passes them as a list. We could convert the list of params to an object.

Claude found this - minor but say a block can only be used once per page and it has been added, e.g. in a multi collab instance a site logo has been already added, in that super edge case it would be useful here to add a message.

At the moment, I don't think there are any blocks that can only be added once to the site navigation.

List the properties of a suggestion that LinkControl reads, and how to act on one that is not a link. Recommend marking such a suggestion with a property of its own rather than relying on its type, which a post type can share. Add an example that adds an action to the suggestions.
