What?

Stops Cover's embedded background videos from autoplaying on the front end when the visitor prefers reduced motion.

Adds prefersReducedMotion() to @wordpress/a11y as the front-end counterpart to the useReducedMotion hook in @wordpress/compose.

Why?

Cover background videos autoplay unconditionally and offer no pause control, ignoring the OS "Reduce motion" setting. #83337 covers the editor; this is the first of the front-end changes.

Embeds go first because they need no deprecation, which keeps the review of the new public helper small.

How?

New prefersReducedMotion() in @wordpress/a11y, exported from both the script and module entries.
Cover gains its first view module, built on the Interactivity API.
The server builds two iframe sources and passes both through data-wp-context.
The rendered source keeps autoplay, so current behaviour and full-page caching are unchanged.
The view module swaps in the source without autoplay under reduced motion.
Vimeo also drops background=1, since that mode always autoplays.
The embed iframe is server-rendered, so saved markup is untouched and no deprecation is needed.

This is the first block view module to depend on a package other than @wordpress/interactivity. The dependency is picked up automatically into module_dependencies, with no manual registration.

Testing Instructions

Add a Cover block with a YouTube video as its background. Save and view the front end.
The video autoplays, exactly as before this change.
In DevTools, open the Rendering panel and set prefers-reduced-motion to reduce. Reload.
The video does not play, and the iframe src has no autoplay parameter.
Repeat with a Vimeo background, and with VideoPress if available.
Set it back to "No emulation" and reload. The video autoplays again.

Also worth throttling the network to slow 4G under reduce: the source is swapped before the embed reaches playback, so no motion is visible.

Notes

The preference is read once per page load, so changing the OS setting applies on the next load rather than mid-session. The change listener lands with the uploaded-video PR, where pausing a <video> is cheap and needs no reload.
The embed render path has no PHPUnit coverage; the existing Cover tests only cover image backgrounds.

Good question, I did look at whether the hook could consume it.

They do different jobs: the hook keeps watching so components re-render when the setting changes, while the a11y function answers once. Building the hook on it would lose that. Past that, all they really share is the media query string, which didn't feel worth a dependency between the two packages. Going the other way isn't possible either, since compose isn't available to front-end block scripts.

The helper's docs already point at the hook — happy to add a pointer the other way if that helps.

To be more clear: I don't consider the OS preference to reduce motion as something that is only related to accessibility. Many useers may just prefer to have no motion, even if they don't have any specific accessibility need. As such, I'm not sure prefersReducedMotion should be part of a package named a11y.

My thinking was that this is an accessibility improvement, it's used by Cover, with the Video block next, where motion has to be adjusted for accessibility needs, and it might benefit third-party developers doing the same thing in their own front-end code.

compose already has something similar in useReducedMotion, but that package is React hooks and HOCs, so a plain function didn't seem to fit there.

I'm not sure how many people turn it on as a taste thing rather than a need. On most systems it sits under accessibility settings, and either way we can't tell the two apart, so I'd treated it as an accessibility signal.

That said, if the view is that it shouldn't be generalised into a11y, that's fair. Both exports are unreleased: #83853 adds onReducedMotionChange, so moving them needs no deprecation. Is there somewhere you'd rather see it, or is it the public export itself you'd avoid?

We already load the view script for these blocks, so adding a couple more lines won't affect anything and will probably load less JS in the end.

In my opinion, the prefersReducedMotion shouldn't be embedded into a single block, e.g. inlining it into packages/block-library/src/cover/view.js - it's a utility handler for a general condition that could apply to any animation instance.

Having it live inside a specific block just makes it more likely to result in duplication anywhere else it needs to be used.

I can see a good argument not to have it live in the a11y package, as that's a heavily consumed package and the prefers reduced motion will not apply in a lot of the cases where that's needed. But I think it should live as some kind of utility package, so it's easily re-used.

One option: block-library already has a shared utils directory that view scripts import from — Playlist pulls its waveform helpers from there in its view.js, for instance. Both exports could sit there as a small reduced-motion module.

Cover and Video would import from the same file, so there's no duplication between them, and anything else in block-library needing it later has somewhere to go. It also keeps the import pattern consistent with the other view scripts.

This wouldn't export anything publicly, so if a more general utility package comes along later, moving it there stays easy.

Is this fine with everyone? I can open up a follow-up PR

Worth flagging: prefersReducedMotion went out in @wordpress/a11y 4.57.0 yesterday, so moving it now would mean removing a published export.

It only shipped a day ago though, so there's likely still room to move it without much disruption if that's the preference.

My suggestion is still block-library's shared utils. #83853 is waiting on this.
