What

Hovering a List View row highlights the matching block on the canvas.

Why

The block inspector's lists in the content tab didn't before because BlockQuickNavigation had no pointer or focus handlers.

How

This PR adds pointer and focus handlers, using the same action and the same 50ms debounce the List View uses.

Template, template part and pattern overrides panels benefit too.

Testing

Add a pattern to a post and select a block inside it.
Hover an item in the inspector's Content tab.
The block gains is-highlighted on the canvas, and loses it on mouse out. Same on keyboard focus.

Use of AI

Hovering a List View row highlights the matching block on the canvas. The inspector's block lists did not, because BlockQuickNavigation had no pointer or focus handlers. Add them, using the same action and the same 50ms debounce the List View uses, so hovering or focusing an item behaves the same in both. The cleanup deliberately differs. The List View relies on onMouseLeave alone to drop the highlight. That assumption does not hold here: selecting an item can switch the inspector to the List View tab, and an inactive Tabs.TabPanel unmounts its children, so the panel goes away while the pointer is still over the item and onMouseLeave never runs. Clear on unmount as well. useDebounce only cancels calls still pending, so a highlight already applied has to be cleared explicitly. The List View also suppresses these handlers for blocks in 'disabled' editing mode. BlockQuickNavigation does not model editing mode at all -- it renders a clickable item either way -- so that guard has nothing to attach to here. Lands in the shared component, so the template, template part and pattern overrides panels get the same behaviour as the Content tab.

Drop the explicit `cancel()` in the unmount cleanup. `useDebounce` already registers its own cancel-on-unmount effect, declared first, so the call was a no-op; the explicit `false` dispatch is what clears an applied highlight. Condense the surrounding comments and add a changelog entry.

The e2e spec already covers hover and unhover, and the repository tests this kind of event-to-store wiring at e2e: the List View has the same highlight logic with no unit test, and the only other test of highlight behaviour asserts `is-highlighted` from Playwright. Remove its now stale eslint suppressions entry with it.
