Summary

Reshapes the View group of the editor's Options (ellipsis) menu into submenus, following @jasmussen's design in #76024 (comment):

Appearance holds Top toolbar, Distraction free and Spotlight mode, plus the fills of the ViewMoreMenuGroup slot (Fullscreen mode in the post editor).
Panels holds the sidebars plugins register through PluginSidebar and PluginMoreMenuItem, which used to be a separate group. It only appears when a plugin registers one, as the group did.

This used to sit on the branch of #76024 so the Notes submenu came along with it. It is on trunk now, and the third submenu in the design, Notes, arrives with #76024 instead - that PR moves its display-mode menu into this group.

A small MoreMenuSubmenu component (packages/editor/src/components/more-menu/more-menu-submenu.tsx) renders the trigger with its icon and label plus the popup. The legacy-item adaptation MoreMenuGroup does for plugin fills is exported as toMenuItems so the Panels submenu keeps keyboard navigation working for MenuItem-based fills. The Editor mode switcher, the Tools group and Preferences are untouched; the Editor / More actions changes in the mockup belong with the suggestion mode work.

Icons are the closest matches in @wordpress/icons (brush and drawerRight), happy to swap them.

Worth noting that plugin sidebars move one level deeper. The pinned toolbar buttons remain the quick route, but this is a visible change for plugin users and the main thing to weigh in review.

Test plan

Open a post and open the Options (ellipsis) menu: the View group shows Appearance.
Hover or click Appearance (or press the right arrow on it): Top toolbar, Distraction free, Spotlight mode and Fullscreen mode are there and toggle as before, with their shortcuts.
Activate a plugin that registers a sidebar (the gutenberg-test-plugin-plugins-api e2e plugin works): a Panels item appears, and its submenu lists the plugin sidebars. Choosing one opens the sidebar; choosing it again closes it.
Keyboard: arrow down through the View group, right arrow opens a submenu on its first item, left arrow closes it, Escape closes the menu.
Open the site editor: the same menu shape applies there.

I’m mostly AFK this week, so this is surface note.

Design feels bit off. I’ve never seen top menu items to be sub-menus, grouping is great but I think we should approach it bit with care.

P.S. we should also agree about icon rule for the more menu, items (or group if items) should either have icons or not. Mix looks odd.

However, the changes proposed here are not essentially related to enhancing Notes' functionality, so I believe they should be discussed separately. Could we change the base branch of this PR to trunk?

Yes, good point @t-hamano - that was my original intention. I will rebase the PR on trunk.

One think I noticed design wise is that (on my LTR language screen) the menu always touches the right screen edge, so the sub-menus always pop out to the left where there is room, yet the little submenu indicator arrow points to the right. I guess this is normal, but it felt a little odd so I am mentioning it.

Appearance holds the toolbar, distraction free and spotlight toggles plus the fills of the View slot; Panels holds the sidebars plugins register. Follows the design on #79963. Personally, I feel good about moving forward with this PR, but at least for now, the icons for Appearance and Panels don't seem necessary.

This has come up a few times, and just to confirm, it's intentional as far as being how operating systems do it too. Somewhere in the archive there's a MacOS screenshot that shows similar behavior. The fact that the parent menu item is highlighted is helpful.

Pushed a couple of changes:

Remove icon prop from MoreMenuSubmenu; Appearance and Panels triggers have no icon.
Delete MoreMenuGroup. Move toMenuItems to more-menu-submenu.tsx; Preview dropdown renders its own separator and group.
Merge MoreMenuGroup tests into more-menu-submenu test.
E2E: add a dropdown-menu step for opening and closing a submenu with the arrow keys.

I think this is ready to land, but I want to clarify a small design detail. @jasmussen, I've restored the trunk width for the menu; should we use it or switch to something narrower?

As a rule of thumb, I would always default to whatever the default is, and then only make exceptions when there's a good reason to.

In this case, there may be a good reason, but before we bake that in, perhaps a quick gut-check from @WordPress/gutenberg-components: is the default menu width too wide? If yes, perhaps we could reduce it at the source, rather than here.

The change is local, and I'm not trying to make a general decision, but we should definitely make it consistent.

The Menu doesn't have a width prop right now, as mentioned here: #82087 (review).
