What?

Keeps the HEIC error message from #81130 exactly as it is, and stops showing it for failures that have nothing to do with codec support.

No copy changes. One new internal error class, one parse step before the last decoding strategy, and the catch in prepareItem() now looks at what it caught.

Why?

packages/upload-media/src/store/private-actions.ts reported every failure from canvasConvertToJpeg() under the same code, with the same message:

That message names the browser and operating system and points at a browser that decodes HEIC there, for instance "Chrome couldn't decode HEIC on this Mac, so we couldn't convert this one. Safari usually can, or you can upload a JPEG instead."

It fits exactly one of the ways the conversion can fail:

For the three lower rows, switching browsers does nothing, so the message sends people off on an errand that cannot help. The worst case is Safari, which decodes HEIC: a damaged file there produced a message flatly denying what Safari can do.

The catch also took no binding, so the underlying error was dropped without so much as a console line. It is now kept as cause.

How?

The hard part is that createImageBitmap(), the only strategy Safari uses, rejects a damaged file and an unsupported one identically, and its catch swallowed both. So the split cannot be made at that call. Instead:

canvas-utils.ts parses the HEIC container once, after the image APIs have failed and before VideoDecoder is tried. Parsing needs no codec, so a file that fails to parse is damaged whatever the browser, and is reported as such with the parse error as cause.
heic-parser.ts now rejects an item whose data extent runs past the end of the file. That is what a partial copy or download leaves behind: the metadata is intact and the pixel data is missing. Before, it silently sliced an empty bitstream.
Once VideoDecoder.isConfigSupported() has said yes, a decode failure is the file's fault too, so it propagates instead of being swallowed. A codec string the browser cannot even parse still counts as unsupported.
HeicUnsupportedError is thrown at the one remaining dead end: a file that parses, in a browser with no strategy left.
prepareItem() keeps HEIC_DECODE_ERROR and getHeicUnsupportedMessage() for that error, and routes anything else to IMAGE_TRANSCODING_ERROR, whose copy already covers a file that will not process.

Retry behaviour is unaffected: shouldRetryError() matches on message patterns for transient network failures, not on error codes, and neither message matches.

Testing Instructions

The two paths need different browsers, since the split is exactly about what the browser can do.

Unchanged path (any browser without platform HEVC: Firefox anywhere, or any browser on Linux)

Add an Image block and upload a HEIC file.
The message still names the browser and suggests one that can decode HEIC, exactly as before this PR.

Changed path (Safari on macOS, which does decode HEIC)

Add an Image block and upload a truncated or otherwise damaged HEIC. Copying the first few kilobytes of a real HEIC into a new .heic file is enough: head -c 4096 photo.heic > damaged.heic.
Before this PR the snackbar claimed Safari could not decode HEIC. It now reads "This HEIC image could not be converted. Try converting it to JPEG before uploading."
Upload an intact HEIC and confirm it still converts and uploads.

Automated coverage, which does not need either browser:

The e2e spec uploads a small valid HEIC to reach the codec message in Chromium, which cannot decode it, and a truncated copy of the same file for the damaged case. src/test/canvas-utils.ts covers the split at the strategy level and store/test/private-actions.js covers the two error codes.

AI Use

Claude Code did the typing here, I did the asking. I will review and test.

…oded Every failure from canvasConvertToJpeg() was reported as HEIC_DECODE_ERROR with the message naming the browser and OS and pointing at one that decodes HEIC. That fits the dead end where no strategy is available, but a damaged file, an out-of-memory canvas or a null 2d context land there too, and for those the message blames the wrong thing and sends the user to install a browser that would not have helped. In the corrupt-file case it also contradicts itself, since strategy 2 only runs when the browser reports it can decode HEIC. Tag that one dead end with HeicUnsupportedError so the two are told apart, and give everything else the existing processing-error copy. The message itself is unchanged.

Oh, good idea. From a quick skim the code looks like a good path forwards, but in testing in Safari I get the default error message I believe (following the PR testing instructions to use head to create a truncated heic file). Is it working okay for you?

Here's what I see in Safari:

From the code, I expected to see: 'This HEIC image could not be converted. Try converting it to JPEG before uploading.'

(Side note: it's also possible I've missed something in my local env, so apologies if it's just me!)

I got the same result testing in Playground and locally.

The ImageDecoder branch this change relied on never runs in any current browser. Parse the container once, after the image APIs fail and before the video one is tried. Parsing needs no codec, so a file that fails to parse is damaged whatever the browser, and is reported as such. The parser now also rejects an item whose extent runs past the end of the file, which is what a partial copy or download leaves behind. Once VideoDecoder has reported support for the codec, a decode failure is the file's fault too, so it propagates instead of being swallowed. Only a valid file that no strategy can decode still raises HeicUnsupportedError. The e2e spec uploaded bytes that are not a HEIC at all to reach the codec message, which now correctly reports damage instead. It uploads a small valid HEIC for the codec case, and a truncated copy of it for the new damaged case. @andrewserong thanks for testing, you were right and so was my repro - the PR as written did not handle Safari at all. Pushed a fix in 40d2dad, please re-test!

I had Claude dig into why, here is what it found:

Safari decodes HEIC through createImageBitmap() alone, and that call rejects a damaged file and an unsupported one identically. The bare catch around it swallowed both, Safari has no ImageDecoder, and the container parse inside strategy 3 was wrapped in its own catch, so a truncated file walked straight through to the dead end and got the codec message. The ImageDecoder branch the description leaned on does not run in any current browser.

The fix parses the HEIC container once, after the image APIs fail and before VideoDecoder is tried. Parsing needs no codec, so a file that fails to parse is damaged whatever the browser, and is reported that way. The parser also now rejects an item whose data extent runs past the end of the file, which is exactly what head -c leaves behind. Once VideoDecoder has reported support, a decode failure propagates as the file's fault too. Only a file that parses, in a browser with nothing left to try, still gets the codec message.

Verified in Playwright's WebKit on macOS, which decodes HEIC the same way Safari does: the 4 KB truncated photo now shows "This HEIC image could not be converted", and an intact HEIC still uploads. The e2e spec was uploading bytes that were not a HEIC at all to reach the codec message; it now uploads a small valid HEIC for that case and a truncated copy for the damaged one.

One limitation worth knowing: a HEIC whose container is intact but whose pixel data is corrupt would still get the codec message in Safari, since there is no signal to tell it apart there short of probing with a known-good HEIC. Seems rare enough to leave for now, but happy to add the probe if you think it is worth the ~450 bytes.

This updates the pinned commit hash of the Gutenberg repository from `943e0d825bb66ba582e9a10d32743cbb136de460` to `dd294ab86ceaf9f3d7d42a09b78f399238ce8826` and merges cherry-picked changes to the `wp/7.1` branch into the 7.1.1 release. Resolves the conflict in prepareItem's HEIC branch: trunk (#82265) now tells a missing decoder apart from a failed decode, and on this branch prepareItem throws instead of dispatching cancelItem. The merged code keeps the throw and carries trunk's error code, message and cause. The two tests that came with #82265 are updated to expect the rejection.
