Follow-up to #81912.

What?

Update root lerna from ^9.0.7 to ^10.0.1, including the latest compatible Nx 23 release.
Update the @wordpress/scripts bundled markdownlint-cli from ^0.31.1 to ^0.49.1 and detect .markdownlint.jsonc project configuration.
Apply compatible repository security patches for js-yaml and pacote, and keep the lockfile refresh limited to the related dependency graph.

Why?

Trunk now requires Node.js 24, so Lerna 10 can become the repository release tool.

markdownlint-cli 0.48 retained Node.js 20 support, but its transitive ranges cannot reach current fixes for js-yaml, markdown-it, and smol-toml. Pinning run-con and adding root overrides protected the npm-based repository install, but did not protect published @wordpress/scripts consumers across package managers. Updating to 0.49.1 gives consumers a patched dependency graph, with a corresponding increase to the package's Node.js requirement.

How?

Lerna resolves Nx 23.2.0. Scoped root overrides keep Lerna on patched js-yaml and pacote versions.

@wordpress/scripts now requires Node.js ^22.22.2 || ^24.15.0 || >=26.0.0, matching the requirements of the updated Markdownlint dependency graph. This removes the incomplete Node.js 20 run-con workaround and the related Syncpack exception.

Lerna 10's stricter CI check now fails version or publish when the local branch is behind its remote. The release tool already fetches and verifies its release branches before committing, so this keeps the release process fail-closed.

The lockfile was regenerated with trunk's Node.js 24 and npm 11 toolchain. The refresh preserves the nested framer-motion and react-colorful versions used by Components instead of folding unrelated runtime upgrades into this PR.

Recommended merge timing

Note

Merge this after the Gutenberg 24.0 RC1 package publication. The release/24.0 branch is now cut, so Lerna 10 can run through a full trunk and next release cycle before it handles the next production latest publication.

Testing Instructions

Run npm ci --ignore-scripts and npm run prepare.
Run npm run test:unit:vitest -- tools/release/commands/test/packages.js.
Run npm run lint:pkg-json, npm run lint:deps, npm run lint:lockfile, npm run lint:published-deps, npm run typecheck, and npm run build.
Run npm exec --no -- lerna run build --scope @wordpress/babel-preset-default to exercise Lerna's Nx task runner.
Pack @wordpress/scripts and install it in isolated npm and Yarn Classic projects using a supported Node.js version. Add a commented .markdownlint.jsonc with "default": false, then run wp-scripts lint-md-docs. It should load that project config and pass a Markdown file without headings.
With strict engine checking enabled, confirm that the packed package rejects Node.js 20 and installs under the declared Node.js ranges.

Additional migration verification

A disposable package release completed lerna version patch --no-private --no-push --yes, including its release commit and tag.
Isolated npm and Yarn Classic consumers installed the packed package under Node.js 24 and passed the JSONC lint smoke test. Node.js 20 was rejected by the declared package engine.
The resolved Markdownlint graph uses patched js-yaml, markdown-it, and smol-toml versions.
npm run lint:md:docs is not currently run in CI. The updated rules expose existing reports across the repository, so this PR records the behavior change without combining it with a repository-wide documentation cleanup.

Use of AI Tools

The original migration was prepared with Claude Code. The rebase, dependency and release-note audit, compatibility work, dedupe, security updates, and verification were completed with Codex. All changes were reviewed by the author.

With the Node 24 updated landed on trunk, this is probably a good time to rebase, refresh to the current markdownlint release (instead of keeping that intermediate Node 22 version), and try to land this.

Move lerna from 9.0.7 to 10.0.1 and markdownlint-cli (in @wordpress/scripts) from 0.31.1 to 0.48.0. Lerna 10 requires nx 23, so nx and @nx/devkit move from 22.7 to 23.1.1. Override lerna's js-yaml to 4.3.1 because lerna 10.0.1 pins 4.3.0. Override markdownlint-cli's js-yaml to ~4.3.1 and markdown-it to ~14.3.0 because 0.48.0 wants ~4.1.1 and ~14.1.1.
