What?

Moves withIgnoreIMEEvents from a private API of @wordpress/components to a public export of @wordpress/keycodes, and re-points every consumer.

Why?

withIgnoreIMEEvents wraps a keydown handler so it ignores events fired during an IME composition. In CJK input, Enter confirms the candidate character — if the application also acts on it, confirming a character additionally submits a form or inserts a newline.

It was private, so four packages had to unlock() to reach a 20-line utility: block-library, commands, workflow, and dataviews. dataviews is a bundled package, where AGENTS.md says private APIs should be avoided outright.

Nothing about it is unstable or experimental — it's a settled browser-quirk workaround that had simply never been given a public home.

Why `@wordpress/keycodes`?

Assessed compose, dom, and keycodes:

keycodes fits exactly. It's the package for keyboard-event checks that normalise browser/OS differences, and this helper's whole reason for existing is one such difference — including a literal keyCode === 229 check. keycodes/src/index.ts already imports React's KeyboardEvent type, and isKeyboardEvent/getEventModifiers already use the same ReactKeyboardEvent<HTMLElement> | KeyboardEvent union, so it drops in with no new dependency.

It's also the lowest layer of the three. @wordpress/compose already depends on @wordpress/keycodes, so this placement leaves it reusable there; the reverse would not be.

dom is about nodes, ranges, carets and focusables — this function never touches a DOM node. compose's withX exports are all component HOCs (Component → Component); this is handler → handler.

How?

New packages/keycodes/src/with-ignore-ime-events.ts, exported from the package index. Implementation is unchanged.
Removed from components/src/private-apis.ts and the original file deleted.
@wordpress/components now imports it from @wordpress/keycodes at its 5 internal call sites (autocomplete, combobox-control, form-token-field, input-control, modal).
The 4 unlock() consumers switch to a plain import. commands and workflow gain a @wordpress/keycodes dependency; block-library and dataviews already had it.
Added unit tests — the private utility had none.

This removes a symbol from @wordpress/components' private API surface. No back-compat guarantee applies to private APIs, but every consumer in the repo is updated in this PR, so nothing is left unlocking a symbol that no longer exists.

Testing Instructions

Behaviour should be identical everywhere; this is a move.

npm run test:unit packages/keycodes — new tests cover both the native and React event shapes, mid-composition, and the keyCode: 229 Safari path.
With a CJK IME (e.g. Japanese), type into any of these and confirm that Enter which confirms a candidate does not trigger the surrounding action:
- a Details block summary (block-library)
- the command palette (commands)
- a DataForm richtext field — Enter should not insert a stray newline (dataviews)
- a ComboboxControl or FormTokenField (components)

Testing Instructions for Keyboard

Covered above — the change is entirely about keyboard event handling. Without an IME available, confirm normal Enter/Escape handling is unaffected in the same components.

Use of AI Tools

This PR was authored by Claude Opus 5 via Claude Code, following the audit that produced #81230. I reviewed the change and am responsible for its contents.

`withIgnoreIMEEvents` wraps a keydown handler so it ignores events fired during an IME composition, where Enter/Escape control the input method rather than the application. It lived as a private API of `@wordpress/components`, so four packages had to `unlock()` to reach it. `@wordpress/keycodes` is the natural home: its stated purpose is checking keyboard events across browsers and operating systems, which is exactly what this does — including the Mac Safari `keyCode === 229` workaround. It already imports React's `KeyboardEvent` type for `isKeyboardEvent` and `getEventModifiers`, and it is the lowest layer of the candidates, so `@wordpress/compose` (which already depends on it) could use it too. Remove it from `components`' private APIs and re-point all consumers: `components` itself (5 call sites), `block-library`, `commands`, `workflow`, and `dataviews`. `commands` and `workflow` gain a `@wordpress/keycodes` dependency.
