What?

Add a blockStatesEnabled opt-out that removes the ability to set style states in the UI. It only affects non-responsive style states though, really just pseudo states right now.

Why?

I partially agree with adding this config, as #80814 already added a way to disable responsive states. Without this PR users are left with only the option to disable half of a feature.

OTOH, it ends up being a slippery slope adding all these config settings.

How?

Does pretty much exactly what the issue proposes, adds blockStatesEnabled which hides the UI controls.

Follows the same idea as #80850, that it makes the UI inaccessible but doesn't switch off any existing styles set.

Testing Instructions

Prerequisite - Add a filter like this:

Open the block inspector

General smoke test: Try a different combinations of settings for responsiveEditingEnabled and blockStatesEnabled. Check that everything works as expected.

IMO I think adding a way to disable the controls is valid (so thank you for getting the PR up!). We already allow themes quite granular control to hide controls for basically every property of block supports (color, border, dimensions, typography and so on), so ensuring that there's a way to hide block states seems consistent with that overall promise that block themes have.

Which is to say, I think both block states and responsive styles editing are great features (and should be on by default), but allowing escape hatches seems a good thing to include in 7.1 to me 👍

I think I found a regression in the post editor if you have template preview mode switched on and go to make global styles changes. (Again, this is global styles changes from within the post editor, not the site editor).

In that case, with Mobile viewport selected and responsive editing switched on, the mobile styles changes appear to apply to desktop, not just mobile:

Yes, that seems to simplify things and I don't think we need any changes to the screen-header.tsx in this PR (just tidying things up while fixing #80956 (comment))

I haven't touched viewportStates, though — I figure we can leave changing that out of this PR to have a simpler diff. (We can always refactor further down the track / in follow-ups)

Is this just here for consistency? As far as I can see while showBlockStateControls is false, selectedPseudoState would be default anyway, coz the setter undefined.

If we need to add it as a separate dev note, we can pretty much go with what's been included in the "Disable editor functionality" docs.

Disable block states editing

The state controls for blocks in the block inspector and Global Styles let users apply block styles to states. To hide those controls, add the following to your functions.php file.

Opting out of block state editing

Sites can prevent users from styling block states via the blockStatesEditingEnabled editor setting:

blockStatesEditingEnabled defaults to true.

When it is false, both the state dropdown in the block inspector's block card, and the pseudo state options in the "States" dropdown in Global Styles under Styles > Blocks are hidden.

The states affected are the pseudo states, Hover, Focus, Focus-visible and Active, which currently apply to the Button and Navigation Link blocks.

This setting does not affect viewport states. Those are controlled separately by responsiveEditingEnabled. Set both to false to remove the state editing interface entirely.

The setting governs the editing interface only. State styles already saved in theme.json, in Global Styles, or in a block's style attribute are left untouched and are still applied, so existing content renders exactly as before both in the Editor and on the front end.

This is a small suggestion, but what do you think about renaming blockStatesEnabled to blockStatesEditingEnabled? This would make it clearer that this setting only disables the editing UI and might align it with the responsiveness setting. Since this PR hasn't shipped to core yet, we can still make this change.
