Only render risky-block review UI when actionable pending review items are visible to the current editor. Carry partial-safe-merge state through the distributed editing retry-save descriptor so Safe parts saved is scoped to actual partial review-required saves, and avoid reopening the pre-publish panel for stale count-only review state. Adds review item timeline details and targeted editor/store coverage.

Render pending added and modified block previews with a soft blue-purple border only, and keep deleted previews on the original block with a soft red border. Also updates focused unit coverage for the border-only treatment. Verified with the pending edit Playwright side-by-side video and focused unit/lint/style checks.
Updates Distributed Editing store fixtures so review-required examples use added or modified risky blocks rather than deletion-only items, matching the server rule that removing unsafe content is safe.
Track culling evidence from DE-RTC presence snapshots and treat culling snapshots as authoritative so stale avatars and their pending previews are removed immediately instead of surviving the transient-empty anti-flicker path. Add a focused store regression for clearing culled remote avatars and pending previews. Verified with: npm run test:unit -- packages/editor/src/store/test/distributed-editing.js -t "clears remote avatars and pending previews".
