What?

Adds a Base UI-backed Menu component to @wordpress/ui, with regular, link, checkbox, radio, grouped, and submenu items.

Why?

@wordpress/ui needs a menu primitive for commands, actions, and navigation that follows the package's overlay, styling, and accessibility conventions.

How?

Uses the shared overlay providers, positioning, motion, direction, and keyboard-shortcut conventions.
Uses WPDS tokens and grid/subgrid layout for selection indicators, prefixes, labels, suffixes, shortcuts, and submenu chevrons.
Adds Storybook examples for the full component surface and guidance for choosing between Menu and Select.

Testing Instructions

Run npm run storybook:dev and open Design System / Components / Menu.
Check the Default, Grouped Items, Checkbox Items, Radio Items, Link Item, and Submenu stories.
Confirm item content aligns correctly, external links can coexist with suffixes and shortcuts, and submenus overlap their parent.
Resize the canvas and confirm popups remain within the viewport.
Open Menu / Usage Guidelines and verify the examples.

Testing Instructions for Keyboard

Open the menu with Enter or Space.
Navigate items and submenus with the arrow keys and typeahead.
Toggle checkbox and radio items.
Press Escape and confirm focus returns to the trigger.

As of now, the new Menu component mostly recreates the layout and functionality (eg prefix / suffix props, item label, item description, grid layout...) that were done for the ariakit-based Menu component in @wordpress/components. I then used WPDS tokens and the same styles used for other overlays/dropdowns in the @wordpress/ui package.

Happy to discuss next steps, for example:

should we remove some/all these custom abstractions (eg prefix / suffix props, item label, item description, grid layout) and adhere closer to the raw base ui APIs?
should we make design changes? For example, I remember discussing:
- allowing a prefix alongside check/radio
- reviewing the indicators used for checkbox and radio

Apart from PR reviews, the main way to help will be to identify some pilot refactors, ie. the ones that have the highest chances to highlight gaps in the implementation vs what's currently there, bugs, etc.

A few ideas:

the "..." menu in the block toolbar;
the options (settings) dropdown menu in the editor header;
the options "..." dropdown menu for each block item in the list view;
some dataviews dropdown menus;

One specific aspect that we'll need to tackle for sure, is backwards compatibility.

The "..." menu in the block toolbar, for example, exposes a Slot for consumers to inject their own menu items. We will need to, somehow, make the new Menu aware of the possible legacy menu item components, and "translate" them into compatible Menu.Item subcomponents from @wordpress/ui

What was our position/decision on other new UI components?

We generally mimic the same API as the base ui componentry, especially for lower-level primitives, but I would actually consider keeping those API additions:

prefix, suffix and the related auto-collapsing grid layout are there to help enforce a specific layout, part of our design specs (that I guess need a review, too)
ItemLabel and ItemDescription are convenience subcomponents to help consumers with using the correct typography for the items - so, in that sense, it's also a helpful addition.

Yes, we basically landed on checkmarks for both single and multiple selection cases. This will be consistent across all the item-popup components.

@mirka I attempted to address all feedback.

I also implemented a couple of visual changes:

both radio and checkbox now use the same tick icon;
I tweaked the layout rules a bit:
- the radio and checkbox marks no longer replace a prefix — ie. checkbox and radio items can now specific a prefix (eg an icon) if needed
- radio and checkbox marks still render in a dedicated column, which forces the rest of the items in the same popup to leave that space empty in order to align their contents;
- the prefix, though, doesn't occupy a dedicated column. This means that, for the best visual results, consumers are invited to always use (or never use) prefix icons within the same menu group

In order to achieve these layouts, I actually had to "detach" and stop using most shared styles, given that menu's layout requirements are a bit different from select. Happy to revise that decision if needed, though.

Apologies for not arriving timely with a review. I was testing it today and here are my thoughts.

Style and layout

Sorry for bringing this up again, but I’m not convinced about using the check icon for both the checkbox and the radio. Users will understand the interaction type either by interacting with it for the first time or by remembering the menu they are interacting with. It's not clear what type of interaction is by just seeing it.

The popover element in dark doesn't have enough contrast over the surface it is placed, compared to the white version. This is being discussed in #75266 but surfacing it here for the record.

Light	Dark

I wonder if the gap between submenus might detach the visual connection between popovers slightly. I'm thinking of menu popovers that show up over busy UI screens.

The disabled item with a description renders the focus ring with a broken border.

In dark theme color, exceeding the scrolling area shows a white background that feels buggy.

The gap-md between label and suffix feels tight and as a single text. I tried gap-lg on the browser inspector and it looks better to me.

The row gap between the label and description feels slightly large when a prefix is present, and when it’s compared to the item padding on hover. I see it’s gap-xs. I tested a 2px gap and it looks good.

Interaction

Apologies for missing the rationale, but it feels visually inconsistent that moving between options with a keyboard does not show the focus ring. I'm comparing this with Tabs component from @wordpress-ui where moving between tabs shows the focus ring.

Motion

Perhaps it was decided elsewhere, but the last conversation I remember about motion is that submenus do not have movement motion, only opacity.
The motion effect of second submenu is faster than first submenu

RTL

I changed to RTL to interact with the examples, and found the following

The chevron direction indicating where submenus will open keeps pointing to the right. Not sure if this is the right approach.
Key shortcut swaps the position. Since the language used in the example is LTR, the RTL only applies to layout orientation.

Responsive

On small viewports, the submenus seem to show up arbitrarily. I'm not aware of previous conversation about this so I don't have a strong position on what's best.

One alternative that I had suggested was to:

groups with single selection (eg menu radio groups, single-selection selects):
- un-selected items don't have any associated icons/glyphs
- the selected item (if any) has a checkmark ✓ next to it
groups with multiple selection (eg menu checkbox groups, multiple-selection selects and comboboxes):
- un-selected items have an empty checkbox ☐ next to them
- selected items have a checked checkbox ☑ next to them

But this proposal was not accepted, and we received feedback against it. We had therefore agreed to use checkmarks everywhere to start with, and potentially iterate after.

For "menu-style" items, we're not showing a focus ring, and instead we show a background highlight. We do this in @wordpress/ui for components like Select, Autocomplete, Combobox and related (cc @mirka ).

So, in that sense, Menu here is consistent with the rest of the popup/dropdown items. But if this still feels out of place compared to Tabs, it's something that should be addressed holistically, either by tweaking Tabs, or by tweaking all popup/dropdown item styles.

I already see a lot of good feedback given, so I want to be careful before giving more, and hopefully you'll forgive me for asking some possibly dumb questions. Which is to say, how does this new component relate to Menu? I assume it's simply a better-code version, but I know that @jameskoster spent a fair bit of time on the design spec of the previous one, with guidance around Checkboxes and Radios, as well as decisions on the paddings, hover styles, focus styles, and item placements inside. While it's fine to evolve those along with needs, I still think of that particular design as something to keep in place, and not redesign.

Can you let me know in which places this new one diverges, and why? Asking not in an antagonistic way, purely in a "catching up" kind of way. Let me know if this isn't helpful.

I agree with addressing it holistically. I'm drawn to update Tabs to reflect this style.

I'm still curious about the impact and how it will look, for instance, in the editor. This is the flow I have in mind.

That is the expected behaviour — on small viewports, menus don't have screen estate to render where they would normally, and therefore they stack vertically. Did you have a differente expectation in mind?

From the attached image, I would expect the stacking spacing rule to be clearer. The popovers look randomly placed, but I’m sure there is logic behind it. I have not investigated how menus behave and which use cases surface complexity to test, so unfortunately, I can not share a clear path.
