I handled the missing activation permission case. I think this covers all cases. I updated the description to include a full test plan. It is ready for a review. |

Sounds good. It would be nice to have this done for this release and not get it lost in the sea of issues :)
I think the plugins API controller could use some improvements as well. Currently, create_item controls both installation and activation of a plugin. This could potentially be split into two methods and handle activation via update_items. Then we can easily check activate_plugins caps. Which I don't think is currently possible via the OPTIONS request for the REST API. The status is already part of the schema returned by the plugins endpoint. We could also modify it and include is_installed. Probably worth checking with the REST API.

The main reason we include this is that if you don't have permission to activate plugins you can not request anything on the plugins endpoint, so you don't know if connector plugin is already activated installed and ready to use.
Gutenberg's route modules (content and route) were silently failing to override Core's versions because `wp_register_script_module()` is a no-op when a handle is already registered. Add `wp_deregister_script_module()` before each registration, matching the pattern already used in `build/modules.php`. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

What
This PR checks for install and activate permissions before rendering an install button on the connectors screen, if the user can not install/activate plugins we show a not available badge instead of an install button.
