Just for context, in the original PR the size was originally set to 48px and @jasmussen asked me to reduce it to 24px

Yep, though we can also go 32. I just felt 48 was pretty big. The motivation is that the icons will likely be used in the small 24x24px size in most cases, so that feels more fair as far as letting you pick and choose. At the same time, Material Icons show at 48x48, but provides a slider to resize.
So overall, it's not a strong opinion, not set in stone, I'm happy to defer to you all on this. We can start in one place, try it out, and act on feedback. Happy to start where you like.

I think the effect in edit component also needs a change to 24px.

I'm very probably missing nuance reading "minimum sizes", so I'll share some thoughts here in no particular order, and most certainly not blocking in any way, and hope it will be useful:
- When browsing icons in the modal picker, the icons should not be too small, but also not too big. I initially thought 24px was a good size, because that's the size that you're most likely to actually use in your designs: small. But it's okay to go 32 or 48 if we prefer the "picking" experience to be more visual.
- 24px should be the default size for any icon that's inserted. The icons are designed for a 12px grid, which includes pixel hinting important for lower resolution screens.
- Even if the default size is 24px, and the icons are designed/hinted for that size, they are still vectors, and there are multiples and fractions of 24px where the icons still render well. That's why I proposed a segmented control. But that's just a quick UI affordance for suggesting best practices. They remain vectors, so if you absolutely want icons of size 10px or 20px, we shouldn't prevent that.
It's a freedom with guardrails approach, and the best example I can give is the margin control:
It defaults to a segmented control with presets.
But you can choose to add a custom value, but the slider has bounds between 0 and 300, always rounded px values.
But you can type in a number outside those bounds, even decimal values.

Ultimately, all size changes have been reverted in this PR, so nothing changed.
- The inserted icon size is 24px by default.
- If 0 is entered in the custom input, it will fall back to 12px.
- However, you can manually set a value between 1 and 11.
