Right now the Navigation and Button link editing flow is separate. They should have the same flow for consistent UX and maintainability. This is especially highlighted when you add a Button to the Navigation block, and have a different UI for adding your link:

Link UI with no default page recommendations, create page, or add block options

Link UI with page recommendations, Create Page, and Add block options

I think we should move the Navigation Link UI to its own component outside of the Navigation Block, and adopt it for the Button block (except hide the Add Block option).
