Block editor doesn't respect selected Color Scheme (7.1-RC3) #81607

Description

The UI colours within the Block Editor don't respect the colours selected within a users Profile.

For my User Profile, I have the "Fresh" Administration Color Scheme selected:

Within the normal Dashboard screens, everything appears as expected, in the chosen colour scheme.

When editing content in the Block Editor, all the colours revert to the default colour scheme instead of my selected colour scheme.

Step-by-step reproduction instructions

1. Go to Users > Profile
2. Select "Fresh" colour Scheme and Save changes
3. Go to main Dashboard page and see selected colours reflected in site colours
4. Go to Pages or Posts screen
5. Edit a Page or Post
6. View colours within Block Editor revert to default colour scheme (e.g. save button, block inserter button etc..)
