Navigation Overlay: update to dedicated icon #75249
Description
The Navigation Overlay Template Part area reuses existing icons created for other purposes. This functionality has recently been stabilized, so let's create a dedicated icon for the 7.0 release.

I think this icon is more consistent and easier to read, because it has a contrasting background and, most importantly, is easy to read.

Here is an idea based on
layouticon.SVG
I tried other ideas, but I think the above is the best one.
