What problem does this address?

Add pagination on Terms Query block.

Use case: Using Terms Query to loop on a custom "issues" taxonomy for a magazine, where terms count is meant to grow indefinitely.

What is your proposed solution?

I guess we would need a terms-pagination and related blocks as for query-pagination and comments-pagination.

The other solution would be to change query-pagination block so it can be a child of terms-query but I feel this is a much more dangerous approach.

@cr0ybot if you have not already made plans for this, I'm willing to work on a PR for this.
