Description

Block Commenting: Unable to see comment box if we applied comment on last block of long content.
Currently we have scrolling the page editor for see the open comment box.

Will be fixed by #72158

Step-by-step reproduction instructions

1. Add long content and create multiple comment box.
2. Add comment on last block of post editor.
3. Check the open comment box is not visible easily, we require to scrolling the post editor on top side.

What is your proposed solution?

1. Instead of creating comment box on top position, Just scroll comment box on block where we applied comment.
2. We can added top offset for comment box
