Description
6.4 brought us the ability to disable Attachment Pages (and new sites are created without them).

However, even when Attachment Pages are disabled, the core/file block shows the possibility to link to the attachment page instead of the file url.

I don't recall having see this setting on previous installations. Is it something new?

Step-by-step reproduction instructions

  1. Go to the Gutenberg editor (WP 6.8.2)
  2. Check that the setting wp_options.wp_attachment_pages_enabled = 0 (default since 6.4)
  3. Add a file block
  4. Settings on the right sidebar show the "attachment page" as a potential href
