What problem does this address?
In the parent issue (#71517), the following was described:
Inspector split between “content” and “styles”. No “settings”.
At the moment, the inspector is missing these tabs for unsynced patterns and template parts with the contentOnly experiment enabled.
This UI should also (I think) extend to synced patterns. Any block where isSectionBlock returns true.
What is your proposed solution?
Add the tabs (see the screenshot):
