When selecting the root pattern block, the block toolbar shouldn't show any obstrusive design tools. Example, deactivating controls from root blocks like justification for Group blocks.

Other considerations:

• When you selecting a supported block within a locked pattern, the block toolbar should only display tools that are appropriate for editing the content. Note that Restrict formatting controls in write mode (contentOnly) #71058 may have partially solved this.
• The content only block toolbar should resemble the regular block toolbar, that is remove the inverted block toolbar design (white on black)
