Snackbar notices for image editing #22573

Follow-up from #21024 (comment)

We should show a snackbar notice when a transform that goes through the server finishes: "Image rotated", "Image flipped", "Image cropped", etc.

When combined with transform effects from #22566, the snackbar will be helpful for indicating what sort of image processing completed.
