Discovery: Roadmaps

This is the first maybe of a few issues.

Initial steps:

Look at what roadmaps exist and gather them all in Core Program handbook: https://make.wordpress.org/program/handbook/roadmaps/
Ask each team / area that doesn’t have a roadmap if they had one and listen why do not anymore.
Discover by asking what works across each roadmap for each team.
Discover what exists and has done but is no longer used for release roadmaps.
Propose a light-weight format of how, why and when for roadmaps.
Look at what other projects do and see if can learn anything.
Location: should roadmaps exist in a central place? https://wordpress.org/about/roadmap/ is for the project as a whole. What is the version for teams? Focuses?
