Why

The v1.2.0 work, Gutenberg as a contribution target (#251), starts with a clone of WordPress/gutenberg and an npm ci in it. That npm ci dies in under a second on the npm the app bundles today: Gutenberg's package.json declares devEngines.packageManager npm >=11.16.0 with onFail: error, which npm enforces before it reads the lockfile and which the npm_config_engine_strict=false the runners already pass does not relax (it only covers engines). wordpress-develop asks for the same floor, softly, through engines.npm >=11.16.0, so today every Core install prints an engines warning that this removes too.

What changes

npm ^10.8.2 → ^11.16.0 in package.json; the lockfile moves node_modules/npm to 11.19.1 (74 packages dropped, 105 changed, all inside npm's own subtree). Nothing else in the app pins npm 10: the runners resolve npm/package.json by name (src/install-runner.js, src/script-runner.js, ensureNodeShimDir in src/main.js), the packaged smoke test checks that same subpath, and the only 10.9.3 in the suite is inside a sample of npm's own error text in tests/unit/npm-runner.test.cjs.

npm 11 runs on Node ^20.17 || >=22.9; .nvmrc and Electron 43's Node 24.18.0 both satisfy it.

Deliberately not in this PR: any Gutenberg code. The project-type registry and everything after it come in the stack that follows.

How to test this

Platforms: macOS and Windows (the runners spawn npm on Electron's Node through platform-specific shims). Build: the Buildkite artifact for head 8de7670, or the current head.

The Real WordPress setup workflow is the pass: it creates a site, clones wordpress-develop, runs npm ci and the build on the bundled npm, starts the dev server and checks WordPress answers over HTTP. Run on this branch (head 0bdae44, same npm as the current head) for both platforms: https://github.com/WordPress/contributor-toolkit/actions/runs/34935519862. macOS: passed. Windows: passed.

Locally (either platform, from the repository root):

  1. npm ci && npm run build:once, then npm start.
  2. Click Create WordPress Core site, pick a folder, wait for the clone.
  3. The wizard's Install dependencies and Build steps complete on their own. Expected: the setup log shows no EBADENGINE warning for npm (there was one on npm 10), and no EBADDEVENGINES error.
  4. Click Start dev server. Expected: the site opens.

What must not have happened: node_modules in the site rebuilt a second time; an engine-mismatch retry in the install log (npm-runner's relaxed-engines retry fires on EBADENGINE, which the new npm no longer prints for wordpress-develop).

Risks and limitations

  • npm 11 prints npm warn config production Use --omit=dev instead on every run because buildChildEnv sets npm_config_production=false. Cosmetic, streamed into the install log; swapping the variable for npm_config_omit is a follow-up rather than part of a version bump.
  • devEngines.runtime in Gutenberg also pins Node >=24.18.0, exactly Electron 43's Node. The next Gutenberg bump of that floor will need an Electron bump; not this PR's problem, but the reason the two are now coupled.
  • Follow-up, not in this PR: isEngineMismatch in src/npm-runner.js does not recognise EBADDEVENGINES, so the next time an upstream raises its npm floor past the bundled one the contributor sees raw npm output rather than a sentence from the app.
  • Not tested by hand here: a Windows machine with a path containing a space, beyond what the workflow's runner does.

Part of #251. First PR of the v1.2.0 stack.

Design decisions and alternatives considered
  • Pin ^11.16.0 rather than ^11.19.1 (what npm install wrote): the floor is the requirement Gutenberg states; the lockfile pins the exact version either way.
  • Not relaxing devEngines from the app side: npm exposes no override for onFail: error, and even if it did, the app would be shipping an npm the upstream refuses.
Review outcome (required — see AGENTS.md)

2 [fix here] · 1 [follow-up] — both [fix here] fixed in 458fa34.

  • 🟡 Architecture [fix here] package-lock.json:26: the lock's root entry recorded ^11.19.1 while package.json said ^11.16.0 (hand-edited after npm install). Fixed: lockfile regenerated; that also restored the dev: true flags the first install had dropped on 38 root packages.
  • 🟡 Tests [fix here]: nothing guarded the bundled npm floor the way electron-node-version.test.cjs guards Node. Fixed: tests/unit/bundled-npm-version.test.cjs checks package.json's range against the upstream floor and the installed npm against that range.
  • 🔵 Failure paths [follow-up] src/npm-runner.js:17: isEngineMismatch matches EBADENGINE, not EBADDEVENGINES, so a future upstream floor bump reaches the contributor as raw npm output. Not retrying is right (nothing relaxes devEngines); the missing part is a sentence. Deferred: this PR removes today's instance of that failure rather than introducing it; noted under Risks.

Verified clean by the reviewer: npm_config_production still a live config in 11.19.1, EBADENGINE strings unchanged, bin/npm-cli.js still CommonJS, exports["./package.json"] intact, no install scripts or natives under npm 11's subtree, build.files and the packaged smoke test unaffected, no docs name an npm version.

  • Review: completed — fresh Explore subagent context (local /self-review); reviewed head 0bdae44 / base 8b1341e; deterministic layer (lint, npm test on both runtimes) run by the author; outcome above
  • Since review: 0bdae44 → 458fa34 checked: only the two fixes above (lockfile regeneration, new test); lint and npm test re-run green. 458fa34 → 8de7670: one failure-message wording change from CodeRabbit's review (completed on 458fa34, 1 finding, fixed).
  • CodeRabbit: completed on head 458fa34; 1 finding (test message wording), fixed in 8de7670
Implementation notes

Spike that decided this (15 Sep 2026, macOS, Gutenberg trunk in a scratchpad, driven through src/node-shims.cjs on Electron's Node 24.18.0): npm 10.9.3 fails npm ci in 0.2 s with EBADDEVENGINES; npm 11.19.1 completes the clone in 21 s, npm ci in 59 s (patch-package and the nested packages/icons build ran), npm run build in 29 s, and npm run dev does a full build in about 20 s then watches. The nested npm run build inside npm ci runs whatever node is on PATH, so the shim directory is load-bearing on macOS for Gutenberg in a way it was not for Core.

Screenshots or recording

Nothing on screen changes; the setup log loses one EBADENGINE warning.

CodeRabbit's finding on #468: the message claimed a package.json and lockfile drift, but the test compares the npm in node_modules against package.json's range, and a local node_modules can differ from the lockfile without either file changing. The message now names the installed npm.

Held as a draft until v1.1.0 is tagged, so the stack cannot reach trunk and ship inside a release it has never been tested in. This is the only PR in the stack that targets trunk — #469 through #481 chain off it — so freezing this one freezes all seven.

Nothing is wrong with the change and nothing here needs redoing. Back to ready the moment the tag is pushed. Note that e2e.yml skips drafts by design, so journeys and packaged smoke will not run on it while it sits here; they come back on ready_for_review.

juanmaguitar added a commit that referenced this pull request Sep 16, 2026
## Why

This is the **stable 1.1.0**. `v1.1.0-beta.1` shipped on 12 September
and `v1.1.0-beta.2` on 14 September; between them they were downloaded
33 times across macOS, Windows and Linux, and no issue was filed against
either. The v1.1.0 milestone is closed, 21 of 21.

Shipping sooner rather than later is itself part of the reasoning: a
site created by 1.0 cannot be written to by 1.1, so every day 1.0.1
remains the stable release is another day of sites being created that
the next version can only read.

Four commits reach this tag that no beta carried: the Linux target list
narrowed to the one artifact that is actually published and probed
(#467), the apply panel moved above the site's other tickets (#472), the
applied-patch record now travelling with carried work (#473), and the
sidebar heading renamed (#482). Three of the four are visible on screen,
so the artifact gets a manual pass before the release is published
rather than the packaging check alone.

The version reaches two places a contributor sees, and both must carry
the real build: electron-builder embeds it in the artifact names
(`wordpress-contributor-toolkit-1.1.0-*`), and `src/logging.js` writes
`app <version>` as the log's first line, so a problem report names the
build it came from. That is why the bump merges before the tag.

## What changes

Only the version. All three package-version fields in `package.json` and
`package-lock.json` move together from `1.1.0-beta.2` to `1.1.0`. No
dependency versions change, and there is no application behaviour change
in this PR.

## How to test this

Platforms: any for the suite; macOS or Windows for the artifact check
that follows the merge.

In the repository root:

1. `npm run lint` is clean and `npm test` passes.
2. `node -e "console.log(require('./package.json').version)"` prints
`1.1.0`.
3. `python3 -c "import
json;d=json.load(open('package-lock.json'));print(d['version'],
d['packages']['']['version'])"` prints `1.1.0 1.1.0`.

**What must not have happened:** no dependency version may change. `git
diff trunk` shows exactly three changed lines, all of them the root
package version.

After merge, the release build must produce artifacts named
`wordpress-contributor-toolkit-1.1.0-*`, and the first line of a fresh
app log must read `app 1.1.0`.

## Risks and limitations

No UI change. The risk is a mis-scoped edit in `package-lock.json`,
where dependencies also carry version strings; the replacement was
confined to the first 2000 bytes of the file, which holds the two root
entries, and both files were re-parsed as JSON afterwards.

Unlike the betas, this tag becomes `releases/latest`, so it is what the
README badge and every "download the toolkit" link resolve to.

## Related

Same shape as #397 (v1.0.1), #457 (v1.1.0-beta.1) and #466
(v1.1.0-beta.2). The Gutenberg stack for v1.2.0 is held as a draft at
#468 until this tag is pushed, so it cannot reach trunk and ship inside
a release it has never been tested in; #479 waits for the same reason.

… set

Gutenberg's package.json declares `devEngines.packageManager` npm >=11.16.0 with `onFail: error`, which `npm ci` enforces before it reads the lockfile and which `npm_config_engine_strict=false` does not relax; the bundled 10.9.3 fails in under a second. wordpress-develop asks for the same floor through `engines`, softly. One bump serves both.

Nothing else in the app pins npm 10: the runners resolve `npm/package.json` by name, the packaged smoke test checks the same subpath, and the only "10.9.3" in the tests is inside a sample of npm's own error output.

Part of #251.

Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
Two findings from the pre-PR review. The lockfile's root entry still said `^11.19.1`, what `npm install npm@latest` wrote before package.json was edited down to the `^11.16.0` floor; regenerating it records the floor and restores the `dev` flags the first install had dropped on 38 root packages. And nothing asserted the floor: the new test reads package.json's own range, checks it does not fall below what wordpress-develop and Gutenberg require, and checks the npm in node_modules is inside it, the way electron-node-version.test.cjs guards the Node side.

…uilt check (#251) (#469)

## Why

Every fact that makes a site a WordPress Core site is a constant next to
the code that uses it: the clone URL in `wordpress:setup`,
`build/wp-includes/js/dist` in `site:status`, `grunt -- _watch` in the
dev-server planner, the docroot mount in the Playground runner,
`core.trac.wordpress.org` in the ticket parser,
`WordPress/wordpress-develop` in the pull-request flow. #251 asks for a
second target, Gutenberg, and there is no seam to put it through. This
is the seam.

## What changes

A registry, `src/project-type.cjs`: pure data and pure functions, one
entry per target (`core`, `gutenberg`), each carrying what the app needs
to clone it, know whether it is built, build and watch it, serve it,
read its work items and open its pull requests. The invariant every
consumer relies on: an unknown or missing type resolves to Core, so a
site created before the field existed keeps Core behaviour with no
migration and no store write.

Two handlers consult it. `wordpress:setup` accepts a `projectType`,
normalises it at the write boundary (an unknown id is stored as `core`,
not as whatever the renderer sent), clones the type's repository and
branch, names the folder after the type when the name is left empty, and
records the id on the site. `site:status` reads the built marker from
the type and reports the id.

Deliberately not in this PR: the renderer. The create-site dialog does
not send a type yet, so every site created today is still Core. Offering
Gutenberg before build (next PR) and serve (the one after) work would
hand a first-time contributor a checkout the app then runs Core's grunt
and docroot mount on, a state the app must not produce; the choice
appears once those two land. The registry also carries fields no caller
reads yet (serve strategy, patch layout, work-item provider,
pull-request prefix and body line): they are the same module's data and
the next five PRs consume them in order, listed in #251.

Ported from the closed #255 with three changes from the 15 Sep spike
(recorded in #251): the clone entry no longer describes a shallow clone,
since `git-clone.cjs` owns the clone's shape; Gutenberg's built marker
follows today's build layout
(`build/scripts/block-library/index.min.js`, `build/block-library` no
longer exists); and the Gutenberg terminal scripts leave out the bare
`test`, which needs Docker.

## How to test this

Platforms: any. No user-visible surface: nothing on screen changes, and
no site's behaviour changes, because nothing sends a type.

From the repository root:

```
node --test tests/unit/project-type.test.cjs
node --test tests/unit/ipc-wiring.test.cjs
```

The wiring tests are the demonstration: `wordpress:setup` with
`projectType: 'gutenberg'` clones `WordPress/gutenberg` into
`gutenberg-trunk` and records the type; with `'plugin'` it clones
`wordpress-develop` and records `core`; with nothing it does exactly
what it did before. `site:status` on a tree holding
`build/scripts/block-library/index.min.js` reads as built for a
Gutenberg record and as unbuilt for a record without the field.

**What must not have happened:** an existing site's status changing.
`hasBuilt` for a record without `projectType` still reads
`build/wp-includes/js/dist`, and no record is rewritten to add the
field.

## Risks and limitations

- `sites:add` (adopting a folder) records no type, so an adopted
Gutenberg checkout is a Core site. Right for now, since the app cannot
do anything with a Gutenberg site yet; the PR that exposes the choice
decides whether adoption detects one.
- The registry fields with no caller are unexercised beyond their shape
test until their PRs land. One of them, `build.watch`, restates the
`grunt -- _watch` constants in `dev-server-command.cjs`; the next PR
removes one copy.
- `wordpress:setup` accepts a `gutenberg` type over IPC today. Nothing
in the window sends one, and a site made that way would clone the right
repository and then be built, served and diffed as if it were
`wordpress-develop`. Review outcome: 1 [fix here] fixed, 2 [follow-up].

- A registry keyed by id rather than a class per target: the facts are
data, and both processes load the module (the renderer bundle will, from
the PR that shows the picker).
- Storing the normalised id rather than leaving the field absent for
Core: a record that says `core` and a record that says nothing both read
as Core, but only one of them was written by a version that knew the
question.
- Not adding the picker here (see What changes).

1 [fix here] · 2 [follow-up] — the [fix here] fixed in `85f8047`, plus
one style note taken.

- 🔵 Security [fix here] `src/project-type.cjs`: `getProjectType` indexed
the registry directly, so `'__proto__'`, `'constructor'` or `'toString'`
resolved to something truthy that was not a project type and the Core
fallback never fired (verified by running the module). Fixed: it goes
through the own-property check; the fallback test now tries those keys
and fails on the old module.
- 🔵 Architecture [follow-up] `src/project-type.cjs` vs
`src/renderer/dev-server-command.cjs`: `build.watch` restates the `grunt
-- _watch` constants that planner owns. Deferred to the next PR, which
teaches the planner about the type and deletes one copy.
- 🔵 Architecture [follow-up] `src/main.js` `wordpress:setup`: the
handler accepts `gutenberg` over IPC while the rest of the app is
Core-shaped. Unreachable from the window; recorded in the handler's
comment and under Risks. `sites:add` recording no type is the deliberate
answer for now.
- Style, taken: `findAvailableDirName`'s `'wordpress-develop-trunk'`
fallback became unreachable; deleted so the default lives in the
registry only.

Verified clean by the reviewer: store migration (every writer spreads
the existing record; nothing rewrites a record to add the field),
`site:status` keeps Core semantics on every failure path, cross-platform
path handling, and the wiring tests fail when the handler stops reading
the registry.
