Define a place and process for Training Team decisions #3678

Description

Discussed in the Office Hours on September 26, 2026 (#3641). Decisions are recorded in the recaps, but they reach too few people there and are not followed up. One example is the decision to move away from long lesson videos: it has been settled for two sessions and has had no effect. There is no place where decisions stay visible and their status can be tracked.

Work steps

• Decide where decisions are kept (handbook page, issue with a label, project board)
• Decide who adds a decision there after a session
• For each decision, record: date, session, content, reasoning, owner, status
• Review the status at the Tuesday meeting on a fixed schedule
• Add existing decisions from the recaps since June 2026
• Link to it from the handbook and from the recap template

Context

This affects every format, not only the Office Hours. No proposal for the implementation was made in the session; the responsibility was seen with the team reps.
