Why is this a problem?
define( 'FTP_PLUGIN_DIR ', ... ) defines a constant called FTP_PLUGIN_DIR (with a space), so the real FTP_PLUGIN_DIR is never set. Anyone who copies the example gets a setting that silently does nothing.
Suggested Fix
define( 'FTP_PLUGIN_DIR', '/path/to/wordpress/wp-content/plugins/' );
