[WebCodecs] imported/w3c/web-platform-tests/webcodecs/video-encoder-config.https.any.html has two sub-tests failing

Reviewed by NOBODY (OOPS!).

Reject video encoder configurations containing a zero bitrate. The check on too strenuous
hardware-accelerated encoding parameters is now done at the cross-platform level.
