In index.bs: - Fix the report-only header name in the parsing steps. - Fix the bcg-coi-key and blocked-by-coep links and the link text for "none" and "value". - Link the header names from the parsing steps. - Disambiguate "document". - Close two unbalanced quotes. - Fix several misspellings and a Shortname left over from COOP restrict-properties. In README.md, use the actual policy values, which also fixes WICG#5.

Fixes typos and broken links in the spec and README, without changing any requirement:
index.bs:Document-Isolation-Policyi-Report-Only);bcg-coi=keylink;coop-restrict-properties.README.md: uses the actual policy values (isolate-and-require-corp,isolate-and-credentialless) where it saidisolate-agent-cluster,isolated-and-*orcredentialless. Fixes What's "isolate-agent-cluster"? #5.This overlaps with some of #2, which no longer applies cleanly. Normative issues are in a separate issue.
